Position Overview:
The City of Saint John is seeking a Business Analyst to join the Utilities & Infrastructure team.

The successful applicant will ensure that the City of Saint John’s 10-year Capital Plan is populated, coordinated, well defined, and aligned with funding opportunities in a manner that reflects the City’s mission, vision, values, and strategic direction by providing leadership, guidance, and direction to staff regarding proper financial administration practices and requirements from funding partners. This role will require a hands-on approach in which the incumbent will demonstrate leadership and teamwork.

Key Responsibilities:
Support the 10 year Capital Plan by:
  • Meeting with service areas to coordinate the population of the 10 year Capital Plan.
  • Working with Asset Management to plan capital contributions to replacement and maintenance of existing assets as well as update asset registry.
  • Working with service areas to ensure the 10 year Capital Plan contains projects that are realistic, well defined, aligned with the City’s strategic plan and are shovel ready.
  • Working with the City’s Finance Department to ensure the 10-year Capital Plan is in-line with the Long Term Financial Plan and City’s Financial Budgeting Policies, and in particular the Capital Budgeting Policy and prioritization matrices.
Support the Capital Budgeting process by:
  • Monitor for opportunities for funding from other levels of government or other organizations that would align with the City’s various strategic plans.
  • Coordinate and project manage the application process by ensuring service areas provide input and that the applications meet the requirements of the funding partners.
  • Coordinate and reconcile the reimbursement process with the funding partners to ensure reporting obligations are met and the City’s financial opportunities are maximized.
Support the day-to-day operation of the Department by assisting Senior Level Management in the provision of financial services such as:

  • Supports annual audit by providing information and answers to auditors.
  • Provide back up support for financial reporting in the Department of Utilities and Infrastructure.
  • Aid in the development, monitoring, reconciliation and reporting of financial budgets in the service area.
  • Support the organization on special projects, initiatives, and continuous improvement objectives.
  • Coordinate all asset management activities for the U&I by following asset management policies, strategies, and procedures.
Support the implementation of organization strategic initiatives by serving on various teams as assigned and by remaining current on best practice project and administration methods.

Contribute to a positive and cooperative work environment by behaving in a professional manner and by providing support and assistance to colleagues as needed.

Other tasks as assigned.

Essential Qualifications:
The ideal candidate will have a university degree in Business Administration, Public Administration, Engineering, or a related discipline. Project Management or an accounting designation would be as asset. A minimum of 4 years progressive experience in administration including accounting and budgets.

The incumbent will be a self-motivated, goal-oriented individual capable of working in a dynamic and challenging work environment. Experience in working with other levels of government for funding or experience with capital projects or working experience in municipal infrastructure design, construction and inspection would be an asset.

The successful applicant will work a compressed work week of 4 days (Monday to Thursday) under the City’s newly adopted Compressed Work Week Policy Trial.
