Halifax Regional Municipality is inviting applications for the permanent position of Team Lead, Field Surveys in Project Planning and Asset Management, Public Works. Reporting to the Manager, Survey Services the Team Lead, Field Surveys is primarily responsible for the leadership and oversight of the Survey Services field survey teams, i.e. - Survey Technicians and Survey Assistants. The field survey teams provide the fieldwork to support HRM's capital infrastructure and property boundaries. The purpose of the Team Lead position is to provide support to the Manager and aid Survey Services in the delivery of completed survey projects to various business units.


DUTIES AND RESPONSIBILITIES:

  • Manages and directs the daily work of field survey teams in collecting and laying out positional information.
  • Provides administrative support associated with the management of the field survey teams.
  • Handles performance management for field survey teams.
  • Monitors requests for leave and attendance, approves timesheets, coordinates and assigns workloads for the field survey teams.
  • Collaborates with Manager, Survey Services to recruit, develop, discipline, and dismiss field survey staff as required.
  • Collaborates with Manager, Survey Services to create and maintain policies and procedures for field related activities.
  • Manages vehicle and survey equipment maintenance.
  • Processes and prepares field survey data to be delivered to various internal and external clients.
  • Provides training to field staff as required.
  • Performs other surveying related duties as required.

QUALIFICATIONS
Education & Experience:

  • Diploma in Geomatics Engineering Technology (2years) from Nova Scotia Community College or other recognized institution.
  • Minimum eight (8) years' experience working in a legal land surveying and engineering environment, or an acceptable equivalent combination of education and experience.
  • Minimum two (2) years' experience managing multiple survey field crews in an active leadership and supervisory role.
  • Must have a valid Class 5 Driver's License and an acceptable Driver's Abstract.

Technical/Job Specific Knowledge and Abilities:

  • Thorough knowledge of the operation and maintenance of surveying equipment, particularly Leica total stations and Global Navigation Satellite Systems (GNSS) would be an asset.
  • Knowledge of HRM's specifications and guidelines for the collection and layout of positional information would be an asset.
  • High level of expertise in the use of AutoCAD.
  • Experience using Civil 3D, Leica GEO and Star*Net would be an asset.
  • Proficient in other software applications such as, Microsoft Outlook, Microsoft Word, Microsoft Excel, Internet Explorer and Nova Scotia Property Online.
  • Working knowledge of the principles of legal surveying and municipal engineering as they apply to the position.
  • Knowledge of requirements and methods of research for survey information using Property Online, Registry of Deeds, Land Registration Office, Provincial and Federal departments, private land survey firms, utility companies and various other sources.
  • Thorough knowledge of proper methods of collection of field survey data and of processing that data.
  • Working knowledge of drafting principals and data presentation for survey projects.
  • Strong working knowledge of the Nova Scotia Coordinate Referencing System and the various previous adjustments.
  • Working knowledge of land subdivision, conveyancing, and registration systems in Nova Scotia.
  • General knowledge of HRM's organizational structure would be an asset.

Please Note: Candidates will be required to provide an acceptable Driver's abstract upon hire and consent to an annual driver's abstract verification. If an employee uses their personal vehicle during work hours, they will be reimbursed in accordance with HRM Local Travel Allowance Policies.

HOURS OF WORK:
Monday to Friday, 8:30 a.m. - 4:30 p.m. 35 hours per week


SALARY:
Non-Union Level 6 ($66,160 - $90,900); salary to be commensurate with experience.
