Position Overview:

NATURE OF WORK
Under the direction of the Manager of Human Resources, this position will assist with the recruitment and selection process for various employee groups, maintain employees' personnel files, administer compensation and benefits programs, facilitate performance evaluation process and other various special projects.
As a member of the Saint John Police Force administration team, this employee must understand the vision and mission of the Saint John Police Force and promote its organizational values of leadership, accountability, professionalism, inclusiveness, integrity and valour.
Maintaining confidentiality always is an essential component of this position.
Successful completion of the security clearance and integrity interview are requirements of the Saint
John Police Force.


JOB DUTIES AND RESPONSIBILITIES
Recruitment and Selection

  • Prepares internal/external advertisements for temporary and permanent vacancies as required.
  • Maintains competition files, receives applications, and acknowledgements as required.
  • Contacts qualified applicants to schedule testing, appointments, collection and verification of paperwork.
  • Coordinates orientation for all new hires and facilitates the completion of all paperwork for payroll, insurances, and benefits.
  • Coordinates the system for staffing of all Police Force positions (management, civilian, and sworn members) and promotional system.
  • Prepares and distributes job descriptions for posting and meeting specific time frames.


Compensation and Benefits

  • Maintains employees' compensation records in Human Resource Information/Payroll systems:
    • Assigning payroll numbers to new employees.
    • Accurate preparation of Personnel Action (PA) Forms for approval and processing.
    • Hiring/terminating/re-instating employees (police, civilian, management, and students).
    • Processing salary adjustments/increases and calculate, verify, and process retroactive pay.
    • Process shift/schedule changes in payroll system.
    • Record and make necessary changes to budget codes.
    • Prepare calculations for leaves (worker's compensation, maternity and parental leave).
    • Prepare reports and ensure year end accrual roll-over is correct.
    • Verify weekly payroll for accuracy, address any discrepancies or concerns regarding time entry, and correcting entries as required before the running of the weekly payroll.
    • Prepare reports, verify annual pay outs and ensuring payroll year-end roll-over is correct and on time.
  • Administers benefit programs for all police employees:
    • Liaise with benefit carriers regarding coverage additions, deletions, changes to coverage levels and employee questions.
    • Interact with City of Saint John Human Resources department on issues/communication related to employee benefits, employees' records, and insurance database.

Performance Management

  • Coordinates the annual performance review process and maintain employee records.
  • Monitors performance review entries for quality assurance, compliance, and prepare reports as required.
  • Provides training to new supervisors/managers and recruits.
  • Develops and conducts remedial training program for supervisors/managers that require a refresher on the performance management process and electronic tool.

Other Related Duties and Responsibilities

  • Plan and coordinate swearing-in, promotional and award/recognition ceremonies.
  • Ensure personnel records and files are maintained and stored securely.
  • Deal with numerous daily inquiries from staff (walk-in, telephone, and email) requests.
  • Maintain lists such as establishment (nominal roll), seniority lists, permanent and temporary employees, and overtime lists.
  • Prepare Force Directives for approval and issue to organization as requested for job postings.
  • Performs other related duties as required.

Essential Qualifications:

  • Excellent communication skills both orally and in writing, including the preparation of clear, concise and thorough reports.
  • Ability to work well both independently and as a member of a team.
  • Computer literacy with Microsoft Office 365 applications.
  • Ability to be well organized and multi-task in a busy work environment.


EDUCATION/EXPERIENCE:

  • Post-secondary education in human resources or a related field.
  • Previous work experience in a Human Resource Administration role or relevant role.
  • Must have or be able to attain Chartered Professional in Human Resources (CPHR) designation.
  • A proficiency in French of Intermediate (2) as per the Province of New Brunswick Oral Proficiency Rating Scale would be an asset.
