The Opportunity

The ministry is seeking two motivated, organized and results oriented individuals for two Financial Analyst positions, both two-year terms. Reporting to the Director, Sector Planning and Evaluation, the Financial Analyst provides financial management, advisory, interpretative, consultative and research services covering a wide range of financial planning initiatives. You will also perform functions to support the financial integrity and accountability of the Early Learning and Child Care Program including issuing payments to regulated child care facilities and tracking and reporting on various grant expenditures to inform budget and forecast/fiscal management.

As the Financial Analyst your responsibilities will include:

  • Performs financial forecasting, reporting, and operational metrics tracking. This includes analyzing financial data and creating financial models for decision support, and reporting on financial performance.
  • Analyzes past results, performs variance analysis, identifies trends, and makes recommendations for improvements.
  • Performs grant calculations, issues payments to regulated child care facilities and reconciles grant payments.
  • Works closely with others (e.g., Corporate Services, ELCC Consultants) to ensure accurate financial reporting.
  • Evaluates financial performance by comparing and analyzing actual results with plans and forecasts.
  • Recommends actions by analyzing and interpreting data and making comparative analyses; and studying proposed changes in methods and materials.
  • Identifies and drives process improvements, including the creation of standard and ad-hoc reports, tools, and Excel dashboards.

Ideal Candidate

To be successful in the role, you will have:

  • Knowledge of financial accounting, forecasting, and auditing principles and standards including generally accepted accounting principles and internal financial controls.
  • Effective written and oral communication skills.
  • Demonstrated analytical and problem-solving skills.
  • Ability to work independently and make sound decisions.
  • Knowledge of computer software applications such as, Microsoft Office, integrated financial systems and financial reporting systems.

Typically, the competencies required for this position would be obtained through the completion of a diploma or degree in Business Administration/Commerce – Accounting and/or relevant experience.
