The Nunavut Housing Corporation is an agency of the Government of Nunavut which serves the housing needs of one of the fastest growing and youngest populations in Canada. NHC’s mandate is to create, co-ordinate, and administer housing programs in order to provide fair access to a range of affordable housing options to families and individuals in Nunavut. NHC has recently launched The Nunavut 3000 Strategy, (www.igluliuqatigiingniq.ca) which is a collaboration between the government and its partners to deliver 3,000 new units across the housing continuum by 2030.

The District Director position is one of three reporting to the Vice President & Chief Operating Officer of NHC, and is located in Kinngait, which is a small, remote fly-in community renowned for its vibrant arts community. The position has direct oversight of a District Office workforce of 26 and facilitates the work of 13 Local Housing Organizations (LHOs) located across the Qikiqtaaluq Region, who have a combined workforce of approximately 156. It is also responsible for the support services for over 2800 Public and 398 Staff Housing Assets, as well as the delivery of all corporate programs in the region including contract administration, mortgage and land administration, distribution of Grants, and exercising Financial and Human Resources accountability. The position collaborates extensively through partnerships and consultation with community representatives and Local Housing Authorities in the delivery of social housing. The position is responsible to work with community partners, carry out effective consultation and strengthen communications with community members, and develop a Capital Plan that reflects the needs of the individual housing organizations in the district. The position also contributes to the Corporate long-range planning by identifying, recommending, and rationalizing requirements at the district level. Finally, the position is responsible to encourage LHO development through the delivery of Housing Programs by working with various community groups, assisting local contractors and business, working with local community development groups, and providing and co-ordinating training to improve the LHO’s skill base.

The successful candidate:

  • Must be a seasoned people manager, with at least 4 years of experience managing all levels of staff including setting performance objectives and managing performance;
  • Must possess 5 years of experience in property management, housing program management, or technical services management;
  • Must possess a Bachelor’s Degree in Public Administration or Business Administration, or another field relevant to the position;
  • Must have good leadership skills, and be adept at conflict resolution;
  • Should have a general knowledge of housing construction; and
  • Should have solid financial management experience and skills and have managed large budgets.

The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
