DEPARTMENT: Office of the CAO
STATUS: Temporary Full Time (immediately to March 1, 2024)
NO. OF POSITIONS: One
UNION: Exempt
HOURS OF WORK: 37.5 hours per week
SALARY: $135,316 – $149,186 annually (2021 rates) + comprehensive benefits package

The City of New Westminster has an exciting temporary opportunity for a dynamic professional to lead the Legislative Services team. Reporting to the Chief Administrative Officer (CAO), you will:

  • Coordinate and attend City Council, Public Hearing, and various Council Committee meetings.
  • Conduct research, write Council reports and provide legislative and procedural advice to Council, senior staff, and the public.
  • Maintain a corporate record of Council, Public Hearing, and Committee meeting minutes, policies, City bylaws and contracts.
  • Provide advisory services to the CAO, senior staff, and Council in matters relating to Freedom of Information (FOI), and the City’s Electronic Data Management System (EDMS).
  • Oversee the administration of municipal elections.
  • Lead and manage the Legislative Services team.

  • Degree or diploma in Public Administration, Business Administration, Political Science or a related field.
  • A certificate in Local Government Administration is also preferred.
  • Extensive experience in a progressive and diversified medium-sized local government. An acceptable equivalent combination of education and experience may be considered.
  • Thorough understanding of the statutory requirements, administrative and procedural functions of a local government including, but not limited to, the provisions contained within the Community Charter, Local Government Act, the FOIPPA Act, Robert’s Rules of Order, agenda management, minute taking, and the provision of general advice on meeting procedures.
  • Demonstrated political and organizational sensitivity and confidentiality.
  • Ability to research, analyze and report on information, findings, and conclusions.
  • Strong problem solving skills to manage and resolve complex situations.
  • Demonstrated ability to lead, train, coach, and mentor direct reports and staff work teams.
  • Superior presentation and communication (verbal and written) skills.
  • Strong interpersonal and teamwork skills to build and maintain effective working relationships with all stakeholders.
  • Strong ability to work in the digital environment, including working with an e-agenda system.
  • Ability to work outside the standard hours of work.
  • Ability to pass and maintain a clear Police Information Check (PIC).
