POSITION FUNCTION

Respond to enquiries and perform clerical functions for Bylaw Enforcement.


KEY DUTIES

Respond to counter, telephone or written standard enquiries from the public and other City Departments regarding general bylaw and business licence information; explain general inspection and complaint procedures and assist the public with completion of business license applications; receive payments for business license, street entertainer and pesticide permits; refund sign deposits; enter transactions into computerized cash system; balance payments to total receipts; prepare bank deposits; enter and update business licence, pesticide permit and bylaw complaint file information in property management system; follow up on incomplete licenses; distribute application form to City departments for approval; record calls for service data; generate business licenses and permits once approved and mail to applicants.


Take information on bylaw infractions and direct information to appropriate Bylaw Officer, contact field bylaw officers for urgent inquiries or set up appointments; contact outside agencies such as ICBC for information. Refer complaints not handled by the City Bylaw Section to appropriate areas.


Compose routine correspondence regarding bylaw issues and fees including bylaw infraction notices; operate a variety of office equipment including scanner, POS system, credit/debit card machine, fax machine, printer, and photocopier; sort and distribute mail; maintain filing systems.

Record vacation, sick leave and overtime records and prepare bi-weekly reports; reconcile purchase cards; prepare purchase order requisitions; update division forms and post on departmental website; order and maintain office supplies for the section. Generate reports for invoicing on approved licenses and monthly animal control charges; prepare monthly statistics such as volume of calls and emails received; take action minutes at staff meetings.

Perform related duties where qualified.

INDEPENDENCE
Work is performed according to established procedures or assigned by supervisor and is reviewed upon completion.
Problems involving deviations from established procedures are referred to supervisor.

Physical Effort:
Sit with arms unsupported while keyboarding. (often)

Deal with negative and verbally abusive comments and complaints. (often)
Visual/Auditory Effort:
Focus on a variety of source data and computer for short periods. (often)

Office.

KEY SKILLS AND ABILITIES
Organize and prioritize work.
Understand and apply techniques of office administration related to bylaw environment.
Type 50 wpm, working level operation of current City word processing, spreadsheet and related specialty software.
Operate a POS system and credit/debit card terminal.
Use standard office equipment.
Maintain accurate records.
Establish and maintain effective working relationships.
Deal effectively with the public and outside agencies.

QUALIFICATIONS
Formal Education, Training and Occupational Certification:
High school graduation.
2 years of related experience.
or an equivalent combination of education and experience.

OTHER:
May be requested to substitute in a more senior position.

Work schedule: Monday - Friday, 35 hour work week
$34.78 per hour, Pay Grade 8 (Under Review)
