Major Responsibilities:
Reporting to the Manager Transportation Operations & Maintenance the Supervisor Operations Coordination will provide day to day to support to the respective units including operational planning and programming support, budget oversight, performance monitoring and reporting, compliance, procurement support and contract payments, geospatial information oversight and technology system implementation, and fleet management.
The responsibilities of the position include, but are not limited to the following:
  • Implements detailed plans and recommends policies/procedures regarding Operations & Maintenance program areas.
  • Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organization performance, continual learning and encourages innovation in others.
  • Supervises the day-to-day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and co-ordinates vacation and overtime requests.
  • Monitors and evaluates staff performance, recommends salary increments, hears grievances in accordance with the collective agreement and recommends disciplinary action when necessary.
  • Prepares annual Operating/Capital Budget including preparing business cases, administering the budget ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Supervises the preparation, processing and compliance for invoice payments to City Vendors as well of the recovery of costs from third parties.
  • Ensures compliance with the City policies, procedures, and standards.
  • Develops, implements and oversees the preparation of routine and ad hoc reporting unit's Operational performance.
  • Oversees the development, implementation and reporting of KPIs for the business unit.
  • Research's programs, policies, equipment, materials and methods related to the business units and make recommendations to Senior Management.
  • Analyze existing and or develop new business processes, practices, and procedures to support program areas.
  • Oversees geospatial data management and GIS mapping utilizing ArcMap and QGIS software.
  • Prepares correspondence, reports, presentations regarding operational program and policies, as required.
  • Monitor and administer the usage of the divisional IT systems such as the work management system and monitoring. Assist with the implementation of new IT systems to support units work programs.
  • Oversee the implementation and usage of Transportation Services Work Management systems including TMMS, RACS, IBM Maximo, etc.
  • Ensures the harmonization of service delivery methodologies and balancing resources.
  • Provides technical and operational support to all levels of management in Operations and Maintenance.
  • Recruitment and hiring of staff.
Key Qualifications:
  • Post-secondary education in Business, Geography/Urban Studies, Civil Engineering/Technology or an approved equivalent combination of education and experience.
  • Extensive experience and working knowledge of Transportation Services summer and winter maintenance operations.
  • Considerable experience developing and reporting on KPI's and operational performance measures.
  • Considerable experience utilizing a variety of software applications including Microsoft office suite, GIS software, financial/procurement (SAP) and work management systems.
  • Experience in planning, supervising and providing work direction to staff. Ability to handle day to day personnel and labour relations issues.
  • Considerable experience developing analysis, reports and presentations on programs, projects and policies.
  • Experience administering budgets and procuring goods and services.
  • Possession of a valid Ontario Class "G" Driver's License and the ability to pass the test to be qualified to receive a City Operator's License.
  • Ability to be on stand-by off hours and weekends when required under varying climatic conditions.
  • Extensive knowledge and application of the Occupational Health and Safety Act, hours of work per the Employment Standards Act and relevant Collective Agreements.
