As a member of Toronto Water's Water Infrastructure Management (WIM) team, the Project Manager in the Approvals and Partnerships (AP) Unit is responsible providing project management, process expertise, stakeholder management, and coordination with the City's internal divisions and external stakeholders.

Major Responsibilities:
  • Manages and provides leadership for assigned projects related to sewer and watermain management from inception to completion.
  • Assesses funding, schedule, scope requirements; develops terms of reference; defines project deliverables and manages change conditions.
  • Assists with the development and release of Request for Quote and Request for Proposal documents, evaluates proposals and bids, and makes recommendations for award of contracts.
  • Oversees and evaluates the work performance of external service providers with respect to quality, timelines, cost, and completion of required tasks.
  • Participates in Municipal Class Environmental Assessment studies to ensure compliance with the Environmental Assessment Act.
  • Manages projects and programs aimed at improving Toronto Water development related procedures.
  • Responsible for assigning, tracking, and reporting on development related sewer, water main, and stormwater inquiries on a daily basis.
  • Develops Memorandum of Understanding, Standard Operating Procedures, and Frequently Asked Questions documents.
  • Provides support to engineering staff; prepares and delivers presentations; participates in public meetings, meetings with regulatory agencies, and project-based meetings to achieve effective communication and engagement.
  • Ensures effective teamwork, communication, work quality, documentation, and continuous learning.
  • Provides support to the capital works budget process and assists in reviewing and controlling expenditures of consultants, contractors, and internal staff.
  • Assists with the preparation of Committee and Council reports, briefing notes, purchasing documents, contract plans, and agreements.

Key Qualifications:
  • Post-secondary education in Project Management, Policy, Engineering or the approved equivalent combination of education and experience.
  • Experience with Environmental Assessments, Planning Act applications and infrastructure planning projects, and specific experience with sewer, watermain, and stormwater management design projects.
  • Possession of a valid Province of Ontario Class "G" Driver's Licence to travel to various work locations.
  • Knowledge of GIS tools such as ESRI ArcGIS is a benefit.
  • Knowledge of sewer, watermain, and stormwater infrastructure, systems and processes.
  • Knowledge of Legislation related to the position, including the Planning Act, Clean Water Act, Ministry of Environment Regulations and other relevant codes and regulations related to sewer, watermain, and stormwater systems.
  • Ability to interpret engineering drawings as they relate to designs.
  • Ability to solve problems effectively, manage multiple assignments and conflicting priorities, and develop constructive internal and external work relationships.
  • Ability to communicate effectively both verbally and in writing at all organizational levels.
  • Strong computer literacy and data organizational skills to ensure comprehensive project data records are maintained and are easily accessible by City staff and target audiences.

Asset: Possession of PMP certification from the Project Management Institute (PMI)
