TOWN OF HAY RIVER – POSITION DESCRIPTION

IDENTIFICATION:

JOB SUMMARY:
Reporting to the Director of Public Works, this position is responsible for planning, organizing and directing the work of the department in the areas of roads/highways, buildings, landfill management, and utilities such as water/wastewater systems. The Manager of Public Works manages staff through hiring, training and development, supervision and discipline, scheduling of employees and performance management. This position assists the Director in the areas of budget preparation, creating reports, preparing public works plans and projects for the Town.
DUTIES & RESPONSIBILITIES:
  • Responsible for the maintenance of the roads/highways and department equipment which includes but is not limited to:
    • Directing employees to conduct road inspections, road maintenance and repairs, including snow removal in winter
    • Planning and scheduling the dust suppression program and verifying the agreed-upon standards have been met.
    • Ensuring signs are installed and maintained/repaired in compliance with bylaws and engineering traffic standards
    • Deploying staff to conduct inspections and carry out required repairs/maintenance of mobile and stationary department equipment
  • Oversees water, wastewater and storm drainage systems. This includes but is not limited to:
    • Ensuring the water treatment plant operators are meeting the required water quality standards
    • Directing inspections and ensuring necessary repairs and maintenance are carried out on both the water distribution and storm drain systems.
    • Co-ordinating inspections and maintenance/repairs on the sewage collection and disposal systems including the lift stations and lagoon
  • Manages and maintains the Town of Hay River Landfill including but not limited to:
    • Ensuring proper planning and scheduling of landfill personnel to maintain day-to-day operations
    • Assist in reporting and testing in accordance with regulatory requirements
    • Directing on-site personnel on the proper use of a landfill in accordance with long-term planning
    • Directing necessary maintenance and repairs on supporting assets at the facility
  • Manages the maintenance and repairs to Town of Hay River buildings with the exception of the Department of Recreation and Community Services managed facilities. This includes but is not limited to:
    • Ensuring inspections are conducted on Town buildings
    • Co-ordinating repairs to buildings including structural, mechanical and electrical systems
    • Ensuring landscaping and vegetation management is conducted as well as snow removal when required
  • Responsible for managing the staff of the Public Works department. This includes but is not limited to:
    • Organizing and managing the recruitment and onboarding process of new employees
    • Providing leadership, training, guidance, supervision and counseling to staff
    • Scheduling employees and managing attendance, and assigning employees to specific tasks and projects, including approval of overtime work
    • Ensuring workplace safety practices are in alignment with the Town Safety Plan and applicable Occupational Health and Safety regulations of the NWT.
    • Manages employee performance by coordinating with Human Resources to maintain personnel files, conducting performance appraisals, training and disciplining employees, including termination, and exploring and implementing accommodations for employees
  • Conducts general administration of the Public Works department. This includes but is not limited to:
    • Assisting the Director with the preparation of budgets, reports and department planning
    • Establishing preventative maintenance schedules for core Public Works assets
    • Preparing plans for minor infrastructure replacement and maintenance projects
    • Directing the work of contractors
    • Interacting with the public and responding when issues arise on Town infrastructure
    • Preparing activity and daily logs and work orders/reports as needed
    • Participating in the Occupational Health and Safety program
    • Maintaining inventories of department supplies
    • Purchasing of goods and equipment in accordance with the approved budget
    • Providing input for reports to government agencies, departments and other organizations as required
    • Ensuring maintenance records are maintained and up-to-date
    • Answering after-hour emergency calls and delegating work to staff or contractors as appropriate
    • Performs other related duties as required
KNOWLEDGE & SKILLS:
The following education, job knowledge and skills are required for an individual to be able to perform the duties of this position:
Education and Experience:
  • A Journeyman certificate in a related trade or Engineering technologist plus several years of relevant experience is preferred.
  • Equivalent education and experience in a related field will be considered in lieu of a diploma or Journeyman certificate. General contracting experience would be an asset.
  • Supervisory and administrative experience is required.

  • Basic knowledge of operation and maintenance of mobile and stationary heavy equipment
  • Knowledge of administration, budgets and human resource management
  • Thorough knowledge and experience in the application of Occupational Health and Safety Regulations affecting municipal operations
  • Working knowledge of all applicable federal, territorial and local laws, codes, bylaws and regulations governing the administration of public works and utilities functions and activities.

WORKING CONDITIONS:
Physical Demands:
The Manager of Public Works position is a physically strenuous job. The incumbent will be lifting, pulling, and managing heavy equipment and objects. The incumbent will have to work in all weather and must be prepared for both extreme heat and cold.
Environmental Conditions:
The Manager of Public Works must work outside in all different weather conditions including extreme cold and extreme heat. The incumbent may be exposed to dangerous and/or toxic substances and must take necessary safety precautions.
Sensory Demands:
There are no unusual sensory demands with this position
Mental Demands:
The Manager of Public Works must work independently and is expected to maintain a schedule. Any problems or inconveniences may result in increased stress to complete tasks in a limited time. Stress may be caused by the requirement to supervise and direct others.
