The Taxation and Intergovernmental Affairs Branch, Ministry of Finance provides public policy and budgetary analysis and advice to Treasury Board and Cabinet in the areas of taxation and intergovernmental fiscal relations.

We are seeking an experienced, innovative leader to join a team of professionals as the Executive Director, leading the development of provincial revenue and taxation policy. Reporting to the Assistant Deputy Minister of Fiscal Policy, this position is responsible for:
  • Developing and executing Branch priorities, goals and objectives including performance measurements and service standards for the purposes of continuous improvement;
  • Proactively monitoring trends in the economy and their potential implications on provincial revenues and continued support of the Government’s overall revenue and tax policies;
  • Guiding individual policy analysts in the development of clear and concise analysis and policy recommendations for the Minister of Finance, Treasury Board and Cabinet;
  • Supporting the development of revenue and tax programs, frameworks, legislation and regulations;
  • Executing effective intergovernmental negotiations and collaboration on a wide range of revenue and tax policy issues with partners at all levels of government in Canada; and,
  • Cultivating productive relationships with individuals in the public and private sectors, both in Saskatchewan and across Canada in support of evidence-based policy development.

Successful applicants will possess:

  • A sound understanding and knowledge of current Canadian public policy issues, ideally with an emphasis on economic, fiscal and taxation policy;
  • Demonstrated strong leadership and supervisory skills;
  • Demonstrated strong research and analytical skills;
  • Superior written and verbal communication skills, coupled with excellent presentation and interpersonal skills to effectively structure logical and persuasive advice based on available evidence;
  • A Master's degree or equivalent level of education or experience in accounting, law, economics, public administration, or a related discipline; and,
  • Demonstrated experience developing, implementing, and monitoring an annual business plan and budget that supports the delivery of the strategic plan, including experience in resource management, process analysis and setting and communicating a strategic direction for an organization.
