Position Summary
The City of Regina’s Infrastructure Delivery Branch is seeking a motivated individual to join our team in providing technical support and leadership to the management of construction projects and services. This position works to ensure the City completes quality construction projects by maintaining construction specifications, developing and ensuring compliance to corporate business processes and developing technical and project management tools for infrastructure construction projects. Preference will be given to candidates experienced in developing standards, specifications engineering quality processes, practices, and those with advanced data management skills. Demonstrated communication and presentation skills and experience with construction management are considered an asset.

Research and evaluate options for new construction methods and technologies (may include studies, planning, design, materials, construction, standards, specifications, data/asset management, monitoring, modeling, operations, rehabilitation, maintenance, agreements/contracts, budgets/expenditures, and investment strategies).
Problem solving through strategic scenario planning, risk management and impact analysis to recommend and implement corporate infrastructure planning and construction performance solutions and process enhancements.
Responsible to review and establish product, standards, and construction requirements for installation of water, domestic sewer, storm drainage, roadways, and open space infrastructure as they apply to new developments designed by consultants and infrastructure and rehabilitation projects designed and constructed by the City.
Research, analyse, design, and produce reports which provide decision makers (Senior Leadership and City Council) with the information needed to prioritize, plan and implement budgets and work plans while effectively and efficiently utilizing resources.
Interpret and analyse large volumes of data, information, processes, programs, and problems to develop options, improvements and recommendations on City owned assets.
Develop and recommend corporate City construction standards, operation and capital programs, policies management systems and practices.
Develop corporate level business processes and quality and efficiency standards that impact the delivery of all construction projects delivered by the corporation and that describe our performance to quality and efficiency standards.
Receive and respond to concerns and enquiries from staff, the public, other departments, elected officials and the media.
Responsible for coordinating, consulting, negotiating, and collaborating with internal stakeholders and outside agencies.

Follows all rules and regulations as set out in the Provincial Occupational Health and Safety Act and The City of Regina Occupational Health and Safety Manual as they apply to this position.

Demonstrated knowledge of Public Works construction contracts, standards, drawings, documents, and construction law.
Demonstrated knowledge of engineering planning and design for construction projects.
Demonstrated Knowledge in establishing standards and specifications with the procurement process.
Demonstrated knowledge of construction project management.
Knowledge of statistics and risk analysis.
Knowledge of construction safety and site management.
Advanced skill with productivity software (e.g. MS Word, MS Excel, MS PowerPoint, MS Project and MS Access, software involving transportation modelling, progression, capacity analysis or maintenance management) and the ability to operate specialized software for analysis, planning and management of infrastructure systems.
Ability to analyze complex data and issues and interpret specifications/plans/regulations.
Ability to establish and maintain effective working relations and a respectful environment with supervisors, peers, subordinates, and the general public.
Ability to express ideas effectively both orally and in writing, to diverse group and size of audiences.
Ability to listen, lead, influence people and cultivate consensus.

Preference will be given to candidates who possess a Diploma in Civil Engineering Technology, Environmental Engineering Technology, or Structural Technology with a minimum of five (5) years experience in infrastructure projects or a Bachelor Degree in Construction Management with a minimum of two (2) years experience in construction management.
