About Our Opportunity


Reporting to Deputy Ministers, Associate Deputy Ministers across the Nova Scotia public service share common leadership responsibilities but also hold unique portfolio accountabilities related to their Departmental assignments. Associate Deputy Ministers are appointed by an Order in Council and are subject to reassignment of their departmental portfolios. Largely, Associate Deputy Ministers are accountable for:

  • Developing and maintaining partnerships with appropriate public and private sector organizations in the delivery of our programs and services.
  • Creating inclusive work environments where every employee feels supported to succeed.
  • Participating as a member of the departmental executive team and the pan- government Associate Deputy Minister Committee, championing key initiatives arising from the priorities of the department or Government.
  • Leading a significant portion of a department’s operation or portfolio as well as oversight of considerable fiscal and human resources.
  • Creating and maintaining effective working relationships with partners from government, community, other government jurisdictions, and private sector.
  • Providing strategic options, comprehensive policy advice, briefings, recommendations and perspectives to the Deputy Minister and Minister on functions, activities, and issues of the department.


The Associate Deputy Minister (ADM), Service Nova Scotia and Internal Services, works collaboratively with clients and partners to modernize programs and make it easier for people and businesses to interact with government, and effectively protect the public interest. As a strategic advisor to the Deputy Minister, the ADM provides advice and guidance to ensure that policy, legislation, regulation, and strategy supports achievement of goals and priorities for Nova Scotians.


Specifically, the ADM, SNSIS is responsible to lead and champion initiatives arising from:

  • Provincial registries including land, companies, vital statistics, personal property and lobbyists.
  • Business and consumer services including residential tenancies, the licensing and inspection of regulated businesses, consumer protection and rebate programs.
  • Alcohol, gaming, fuel and tobacco licensing and compliance.
  • Information access and privacy including the administration of FOIPOP requests.
  • Promoting program modernization and burden reduction across all SNS-IS portfolios.

Qualifications and Experience


You have effectively driven system transformation in a customer facing operation with a constantly changing legal and regulatory landscape. In past executive roles, specifically within the provincial and federal government context, you have provided strategic oversight and leadership direction on significant policy, legislative and regulatory agendas and related emergent issues that have impacts across multifaceted systems. You have proven ability to bring innovative solutions and sustainable change. You easily initiate and nurture collaborative relationships that benefit your organization. You lead by building and motivating a high performing team whose commitment to equity, diversity, and inclusion is paramount to their success. Your colleagues and direct reports recognize you as a leader who encourages them to reach their greatest potential. Collaboration, systems thinking, innovation, and accountability are characteristics of your leadership style.


Pay Grade: SO1

Salary Range: $6,107.97 - $7,634.94 Bi-Weekly
