About Us



Part of the Market Access Branch, the Strategic Engagement Unit specializes in engaging and communicating with non-government and non-Alberta audiences. The unit is comprised of two teams: Outreach and Engagement, and Issues Management and Advocacy. These two teams work together to ensure stakeholder advocacy and engagement efforts by the division ADM, DM, MO and sometimes PO are strategic and take into account broader emerging issues, the political climate and external influences. With the input of program areas and experts throughout the department, these teams target advocacy and engagement efforts and materials to the division’s stakeholders and overarching engagement and advocacy goals.



The Outreach and Engagement Team is responsible for identifying, guiding and supporting outreach and engagement activities for the Strategy and Market Access Division. This team provides a service to the rest of the division as well as ADMO, DMO, MO and PO on Strategy and Market Access related outreach and engagement efforts.

Role

Reporting to the Manager, Outreach and Engagement, the Senior Analyst identifies, supports and oversees engagements with a variety of stakeholders, including industry associations and officials from other orders of government, both domestic and international. This involves setting objectives for the engagements, analyzing the needs of each stakeholder, coordinating with other internal stakeholders, and developing engagements and support materials to ensure engagement is strategic and targeted. The position plays a critical role in Alberta Energy's long-term efforts to ensure the province's secure energy future and that Albertans receive full value for the resources they own.



This position entails dynamic and complex problem-solving and requires initiative, decision-making, consultation and research skills. The work environment is complex and the position must consider a wide variety of energy and non-energy issues impacting market access. The Senior Analyst must be able to quickly assess complex, ambiguous issues as they are presented, take many perspectives into consideration, and formulate appropriate responses/take appropriate action - often under the pressure of short timelines and with minimal direction.



Responsibilities Include:

Identify, analyze, support and lead division-related engagements for ADM, DM, MO and PO:


  • Identify strategic engagement opportunities that support Alberta's energy market access objectives.
  • Plan, support and execute engagements as the project lead, including completing travel authorizations, developing a strategic overview, conducting an analysis of the stakeholder and relevant issues, coordinating engagements with other groups and stakeholders, and developing targeted support materials, including itineraries and meeting briefing notes, all in a timely manner.
  • Develop strategies, processes and tools to execute engagements in an efficient and effective manner that maximizes success, and reduces risk and unnecessary cost.
  • Develop an understanding of the division's key business and stakeholders and be able to articulate the linkages with engagements to further Alberta's energy market access efforts.
  • Provide a service-oriented approach to engagements by consulting with program areas to develop strategic overviews and support materials.
  • Prepare correspondence, briefings, presentations, fact sheets, reports, and other materials as requested for the ADM, DM, Minister and Premier.
  • Manage records in accordance with Government of Alberta legislation and policy.

Provide strategic engagement advice to the ADM, DM, and Minister's Office:


  • Develop strategies, processes, and tools to ensure the Minister of Energy and the department's Executive receive consistent, accurate, and strategic advice with regards to the department's participation in external engagements.
  • Collaborate with subject matter experts to provide recommendations on appropriate participation at meetings and events that will advance key government and departmental strategies.
  • Maintain awareness of legislative, policy and issues developments in the national and global energy system.
  • Work collaboratively with the Issues and Advocacy Team to ensure the Strategic Engagement Unit functions effectively and delivers high-quality, well-aligned materials to the ADM, DM, and Minister's Office.
  • Develop mutually beneficial relationships with stakeholders, including ADMO, DMO, MO, energy companies, industry and advocacy associations, and other orders of government, both domestic and international.

Build effective working relationships across the department, government, and with other stakeholders:

  • Assist branch management in aligning international energy engagement with market access, and Canadian Energy Strategy initiatives.
  • Participate in and occasionally lead departmental and stakeholder teams, working groups and/or committees on projects and initiatives that support market access for Alberta energy.
  • Work in collaborative teams to provide efficient, timely and high quality deliverables to support division objectives.
  • Lean on a network of contacts to help support engagements, including other departments, international offices and industry stakeholders, to support timely, strategic engagement opportunities.

Qualifications

University graduation in business, communications, political science, public administration or a related field plus four years progressively responsible related experience; or equivalent as described below.

Equivalencies:

  • Directly related education or experience considered on the basis of: 1 year of education for 1 year of experience; or 1 year of experience for 1 year of education.


Assets:

  • Specialized knowledge and application of stakeholder engagement principles (either internal or external).
  • Demonstrated experience in leading cross-ministry and/or external stakeholder teams.
  • Knowledge of Alberta's energy industry and the international energy system and players.
  • Experience facilitating creative and durable solutions to complex issues involving multiple stakeholders at short notice and without predetermined outcomes.
  • Experience working in a consulting or coordination role in an established organization or government.
  • Understanding of Government of Alberta structure, processes and procedures.

Salary

$2,716.64 to $3,550.90 biweekly ($70,904.30 - $92,678.49/year)
