GENERAL DESCRIPTION:


Administration:
Oversees file management and ensures that protocols are followed including: nomenclature, file organization, filing documents and e-mails in the correct place in a timely manner, locating relevant background documents or precedents for the file, and managing task and litigation diarizations. Prepares first drafts of documents of medium complexity such as: contracts, sale agreements, real estate closings, bylaws and other documents as directed by departmental lawyers. Prepares files for bylaw prosecutions and appears in Provincial Court representing the Municipality at the direction of responsible lawyer. Maintains litigation limitation diary and prepares periodic reports on status of litigation. Submits documents for registration with various agencies (e.g. Corporate Registry, Land Titles, and Personal Property Registry). Maintains lines of communication with legal firms, courts, government agencies, municipalities and other stakeholders. Reviews and analyzes records and information from multiple sources, determines relevance to specific legal issues or legal files, and proactively brings relevant information to the attention of the Director or departmental lawyers in a timely manner. Provides support to Legal Assistant and Senior Administrative Assistant as required. Other duties as assigned.


Research and Implementation:
Carries out basic research on statute law and common law (using Lexis Nexus, Quicklaw, Westlaw, CANLii and other sources) and municipal bylaws, policies and procedures, and summarizes results for instructing lawyer. Prepares information and documentation for both departmental lawyers and external stakeholders.


Departmental Coordination:
Checks and supports work of lawyers and legal assistants. Acts in a backup role to Senior Administrative Assistant and Legal Assistant.


SKILLS REQUIREMENTS:

  • Extensive computer skills.
  • In-depth knowledge of legal terminology and principles.
  • The ability to analyze legal documents for accuracy.
  • Attention to detail and accuracy.
  • Demonstrated high degree of professionalism, discretion, confidentiality and independence.
  • Detail oriented individual.
  • Strong listening, communication, interpersonal and organizational skills.
  • Flexibility to manage a broad range of complex activities and deadlines.
  • Ability to secure Commissioner of Oaths certificate.
  • Extensive knowledge in Microsoft Office.


EDUCATION:


  • Diploma in Office Administration, Legal Administration, and/or a combination of education, training, or related post-secondary courses.

OR

  • Two (2) year Paralegal Associates Degree and/or accredited Legal education Program.


EXPERIENCE:


  • Five (5) years with a Diploma or three (3) years with a Degree of related work experience in a highly confidential environment, preferably a legal office.
  • Experience working in a public sector environment with unionized and non-unionized employees considered an asset.


OTHER REQUIREMENTS:


  • Ability to provide a Criminal Record Check for review and acceptance.
