The Insurance Council of British Columbia is the regulatory organization that licenses and regulates the activities of over 45,000 life and general insurance agents, general insurance salespersons, insurance adjusters, and restricted travel insurance agents in British Columbia.


The Opportunity


We are looking to hire a Manager, Finance on a 16 months contract to cover for maternity leave who will be responsible for the day-to-day management of accounting operations which include, maintenance of the general ledger, accounts payable, payroll, financial reporting, review of month end reconciliations, fixed assets, fines and collections, financial analysis and investments. The role holder will also oversee external audit coordination for annual audit purposes. The Finance Manager will work closely with the Director, Finance to develop and implement plans and strategies to achieve company / department goals.

Who We’re Looking For


The ideal candidate will have good business acumen, people management and problem-solving skills with a knack for getting things done. Expertise in using excel spreadsheets for forecasting and budgeting will also be required.


Duties & Responsibilities

  • Complete periodic financial statements, lead month-end closing process and conduct quarterly financial forecasts.
  • Develop regular cash flow forecast to ensure sufficient funding for operations.
  • Adhere to and stay abreast of recent developments to relevant accounting and tax standards.
  • Assist the Director, Finance in ensuring effective completion of the following finance related tasks:
    • Annual external audit, Internal regulatory audit and risk management
    • Annual budget preparation
    • Periodic audit of systems, policies and procedures
    • Ad hoc analysis as required by different stakeholders and prepare ad hoc organizational policies to enhance control measures
    • Drive process improvement within the team and manage third party vendor management compliance
    • Acts as subject matter expert and represent Finance in various user acceptance testing (e.g., digital transformation project etc.)
  • Management of staff including hiring, termination, resource allocation, staff development, compensation review and performance management.
  • Contributing as a member of the management team in organizational oversight and strategy.
  • Leading or participating in corporate projects as required.
  • Leading or participating in internal and external committees as a representative Council as a whole, as necessary.
  • Liaising with Council staff, Council members, legal counsel, and other parties, such as other regulatory bodies as required.
  • Manage various Council reportorial and statutory requirements:
  • Other duties as assigned by the Director, Finance.

Qualifications

  • 5-7 years of experience as a senior accountant or 1-2 years as a Finance Manager.
  • Minimum of 4 years' experience managing staff in a Finance department. Extensive knowledge of accounting principles under Canadian GAAP or Accounting Standards for Not for Profit (ASNPO), internal controls and procedures.
  • Excellent working experience in various accounting software (e.g., Great Plains, ADP, or similar)
  • Intermediate to Advanced excel and database proficiency. Able to create pivot tables, macros, and strong knowledge of excel formulas.
  • Familiarity with ERP systems (Enterprise Resource Planning)
