The Education (Reforming Teacher Profession Discipline) Amendment Act creates the Alberta Teaching Profession Commission to oversee teacher and teacher leader conduct and competency complaints for the profession.

As a result of the new disciplinary process, the Office of the Registrar will be increasing its intake functions as well gaining the new responsibility of maintaining the Online Teacher/Teacher Leader Registry. This new unit will be responsible for addressing inquiries received related to filing complaints; ensuring that all alleged complaints received relate to Alberta certificated teachers and teacher leaders and are forwarded onto the Alberta Teaching Profession Commission to be processed, as well as maintaining information contained on the online registry. Reporting to the Director/Associate Registrar, this position is responsible for supervising two Intake Officers.

Role

The Education (Reforming Teacher Profession Discipline) Amendment Act has created the Alberta Teaching Profession Commission to oversee teacher and teacher leader conduct and competency complaints for the profession.

As a result of the new disciplinary process, the Office of the Registrar is increasing its intake functions and gaining the new responsibility of maintaining the Online Teacher/Teacher Leader Registry.

The Intake Manager, reporting to the Director/Associate Registrar, will be responsible for supervising two Intake Officers and ensuring that all alleged complaints related to teacher/teacher leader conduct and competency are received, and forwarded onto the Alberta Teaching Profession Commission. The Intake Manager will also be responsible for maintaining accurate and up-to-date information on the Online Teacher/Teacher Leader Registry.

As the Intake Manager, you will be responsible for overseeing the intake process for complaints of alleged unprofessional conduct or incompetence against teachers and teacher leaders. You will supervise staff who receive these complaints and ensure that the proper categorizations and reviews have taken place, including determining the certification status of the subject of the complaint at the time of the incident. You will also provide direction and assistance to those who are seeking to file a complaint and need help understanding the teacher and teacher leader discipline process.

In addition to managing the intake process, you will also be responsible for ensuring that the discipline decision content within the Online Teacher and Teacher Leader Registry is accurate and reflects current legislation and policies. You will lead a team that ensures that the registry is searchable and contains the required information about the professional standing of all Alberta certificated teachers and teacher leaders, as well as information about any professional discipline that has been imposed as a result of a finding of unprofessional conduct or professional incompetence.

You will also be called upon to provide leadership and advice on correspondence and briefings related to unit activity, and to coordinate issues and materials for the Director/Associate Registrar, Executive Director/Registrar, Assistant Deputy Minister, Deputy Minister, and Minister. This position requires agility and the ability to adapt to changing circumstances and address emergent needs and issues with ease. You will also play a key role in developing and presenting informative and engaging sessions and workshops for internal and external stakeholders, in order to build knowledge and understanding of the intake process for alleged misconduct and professional incompetence involving Alberta certificated teachers and leaders. Finally, you will be responsible for providing leadership and support in responding to inquiries from employing school authorities and other stakeholders about their obligations to report alleged unprofessional conduct or incompetence involving Alberta certificated teachers and teacher leaders.

Qualifications

This position requires a university graduation in a related field supplemented by 3 years of progressively and related experience.

Experiences considered a key asset for this position are:

  • Bachelor of Education degree from a recognized post-secondary institution.
  • Valid teaching certificate; a leadership certificate is considered a further asset.
  • teaching or leadership experience in Alberta’s early childhood to grade 12 education system.
  • Ability to lead and manage a team and a variety of internal and external processes and projects with a focus on advancing the ministry's priorities and strategic objectives for matters of professional discipline for teachers and leaders.
  • Knowledge and experience with issues, practices and management of teacher and leader professional discipline matters.
  • Dispute and conflict resolution skills to diffuse emotionally charged situations using negotiation and mediation skills in a calm and composed manner.

Agility – The Intake Manager is a new position and required due to the new responsibilities of the Office of the Registrar from the Students First Act and the Reforming Teaching Professional Discipline Act. The Intake Manager will need to be agile to build up the capacity of the Office of the Registrar, proactively address issues, and identifies approaches to projects.

Systems Thinking – Is responsible for the online teacher/teacher leader registry with knowledge of how the information may be used, and what information ought to be including according to legislation. Understands that some aspects of the registry are controversial and is the point of contact for individuals who wish to file for exemptions. Works with colleagues to ensure that registry information is accurate and up to date.

Creative Problem Solving – Provides advice and leadership to a team of individuals who are the first point of contact for individuals who would like to file a complaint of unprofessional conduct and/or professional incompetence against teachers/teacher leaders. Some individuals seeking to file a complaint may wish to file a complaint against an individual who is not a certificated teacher/teacher leader. The Intake Manager must coach Intake Officers on how to best explain the processes and parameters of the teacher discipline process and while maintaining professionalism. The Intake Manager is also responsible for improving the intake processes, in order to meet the Office of the Registrar's legislated responsibilities.

Drive for Results– The Intake Manager is accountable for multiple public-facing components of the Office of the Registrar's functions. The Manager must provide direction and guidance to a team of Officers who will ensures that these public facing systems, the Online Registry and the intake function of the teacher/teacher leader discipline process is of high quality and ensures the needs of Albertans are met.

Salary

$3,062.51 to $4,121.25 bi-weekly. ($79,931.51- $107,564.62 per year)

There is one (1) permanent position available located in Edmonton. This position is 36.25 hours per week, 8:15 am – 4:30 pm Monday- Friday.
