Your Role & Its Impact

As the Financial Services Officer 2, you will be reporting to the Director, Business Operations for User-Centered Technology and Cyber Security, and will be responsible for:


  • Preparing and interpreting financial reports
  • Providing advice and recommendations regarding the management of financial resources
  • Tracking and reporting on the financial position of contracts with vendor organizations
  • Ensuring approvals are in place for financial expenditures

You will be responsible for bringing high quality financial services capabilities to support the User-Centered Technology and Cyber Security division and the broader Mission IT and Core Internal Services Team.


How You Can Make An Impact


  • Track and report on financial position of all contracts and commitments with external vendors
  • Analyze and prepare presentation of financial resource utilization including: expenditures, recoveries, and forecasts
  • Produce financial documentation related to procurement activities and expenditure recovery
  • Provide annual budget input in conjunction with Senior Management

What You Bring to the Table


Your ability to:


  • Articulate financial information and provide advice and recommendations, in a manner that is easily understood by non-financial stakeholders
  • Analyze large volumes of information and provide accurate and timely reports and advice
  • Logically problem solve financial issues and identify opportunities for process efficiency and accuracy improvements
  • Manage multiple priorities and deadlines with minimal supervision
  • Build solid working relationships with internal and external stakeholders

Your experience:


  • Completion of three (3) years of post-secondary professional accounting training plus five (5) years of related experience, or an equivalent combination of training and experience may be accepted
  • Experience producing financial documentation, performing financial reconciliations, and reporting on financial position
  • Strong knowledge of accounting transactions, procedures, internal controls and generally accepted accounting principles
  • Exceptional interpersonal and communication skills, both written and verbal
  • Impeccable attention to detail and strength in the areas of data organization, analysis, and reporting
  • Proficiency in Microsoft Office (Excel, Word, Outlook and Access) and familiarity with financial systems (SAP) would be an asset
  • Familiarity with provincial financial policies and processes would be a definite asset

  • at least 8 years of previous experience in an accounting/financial field.
  • significant direct experience with accounting transactions, procedures, internal controls and generally accepted accounting principles.

Working Conditions


  • Normal work week is 35 hours/week, 7 hours/day
  • May be required to work overtime on occasion
  • This position allows for flexible work arrangements, but you are required to be in the office two days a week

This posting will be used to fill one permanent position.


While this position is based in Halifax, travel throughout the Province will be required periodically.


This role requires mandatory attendance in the office two days per week.

Pay Grade: TE 22

Salary Range: $2,114.98 - $2,487.23 Bi-Weekly
