The Department of Families is responsible for a wide range of programs and services that are delivered by the Government of Manitoba, or by community-based partner organizations. The Department's mission is to help keep children, individuals, families, and communities safe and secure while supporting personal development, self-reliance, well-being, and social inclusion. The Winnipeg Child Family Services (WCFS) Quality Assurance team is a unit within the Department of Families responsible for providing quality service, implementing the CQI strategies, managing data to inform QA/CQI reporting, and achieving WFCFS strategic priorities, outcomes, and goals for children, youth, and families. Qualifications:
Essential:

  • Post-secondary education in social or human services, business analysis, computer sciences, or an equivalent combination of education, training, and experience may be considered.
  • Experience with analyzing business processes and requirements, including the identification of business problems and innovative solutions.
  • Experience with policy research, analysis, development, implementation, and evaluation.
  • Experience managing and creating databases and data analytics.
  • Excellent verbal communication and presentation skills with the ability to relay technical information to a variety of audiences.
  • Excellent written communication skills with the ability to communicate clearly and concisely.
  • Strong interpersonal skills with the ability to build and maintain positive relationships with internal and external stakeholders.
  • Effective analytical skills with the ability to synthesize complex issues logically, concisely, and methodically while identifying potential opportunities, risks, and/or barriers.
  • Experience with Quality Assurance and Information Technology tools e.g. SQL Server, Crystal, SharePoint, Adobe Professional, Microsoft Office (Access, Word, PowerPoint, Teams, Excel), and computer hardware.
  • Strong organizational skills with the ability to work under pressure, managing multiple projects with tight timeframes
  • Ability to work independently with minimal supervision.
  • Knowledge of the principles of research and analysis and the ability to apply those principles to policy and program development, implementation and evaluation.

Desired:
  • Knowledge of the provincial child and family services system, with special emphasis on the area of child protection and family support.

Duties:
Reporting to the Quality Assurance Manager at Winnipeg Child and Family Services (WCFS), the Business and Information Technology Analyst (BIT Analyst) is a part of a team responsible for utilizing IT, Quality Assurance (QA) and CQI knowledge to participate in the research, planning, development, implementation, monitoring and evaluation of major services, programs, pilots and initiatives provided by WCFS.
