Job Summary
This position manages the Strategic Planning section which is responsible to coordinate and implement strategic planning, business planning, corporate performance management and business analytics to support strategic decision-making, through collaboration with all departments within the City of Saskatoon. This position will work closely with the Director of Organizational Strategy Execution in supporting City Council, the Executive Leadership Team, other senior leaders, and various teams within the organization to guide the development and execution of corporate strategy.
Duties & Responsibilities
  • Provides leadership, support and mentorship to assigned staff and works collaboratively with the team to achieve the goals and objectives of the Strategic Planning section.
  • Coordinates and drives corporate strategic planning, departmental business planning and corporate performance management activities in collaboration with leaders and teams across the organization.
  • Hires and manages staff, assigns work schedules, assesses staffing needs, identifies and pursues additional resources as necessary, within the approved budget. Plans and approves staff development. Responsible for performance management and disciplinary action when required.
  • Oversees and enhances the City’s strategic planning process, strategic plan framework, business planning process and corporate performance management cycle.
  • Leads and coordinates business analysis, strategy reviews and research initiatives to address business needs, support improvements in corporate performance and stimulate organizational growth. .
  • Works closely and collaboratively with the portfolio, project and change management functions, as well as other teams, within the Organizational Strategy Execution department, to ensure the successful delivery of the City’s strategic plan and key corporate initiatives.
  • Coordinates the development of training programs based on identified corporate needs related to topics such as strategic planning, business planning, performance measurement and business analytics.
  • Provides facilitation services in the areas of strategic planning, departmental business planning, corporate performance management and business analytics.
  • Prepares and presents regular performance reports on the strategic plan, business initiatives of interest and key performance indicators for the organization.
  • Prepares and presents written and oral reports in response to enquiries of City Council, Committees of Council, senior administration and the public.
  • Ensures compliance with legislation, regulations, standards, guidelines, Civic Bylaws, policies, procedures and collective agreements as appropriate.
  • Performs other related duties as assigned.
Qualifications
  • Degree in commerce, business, public administration, organizational development or a related discipline.
  • Seven to nine years' related experience in strategic planning, business planning, business analysis, leading organizational change initiatives, or management consulting.
  • Demonstrated experience in designing and implementing organization-wide change initiatives
  • Demonstrated knowledge of business analytics and forecasting techniques.
  • Demonstrated knowledge and ability to lead and positively influence large scale organizational change management projects and initiatives related to culture, engagement and organizational transformation.
  • Demonstrated ability to resolve complex issues in a multi-disciplinary environment, including conflict management in a positive and timely manner, and facilitating collaboration amongst stakeholders,
  • Demonstrated ability to develop and maintain effective relationships with corporate departments, business partners, and co-workers.
  • Demonstrated ability in managing multiple, concurrent projects and meeting required deadlines.
  • Demonstrated communication skills, including verbal, written, interpersonal, and presentation skills with the ability to effectively interact with and influence individuals in different disciplines and at different levels.
  • Demonstrated effective interpersonal skills, including the ability to relate with all levels of the organization and external contacts.
  • Demonstrated history of working comfortably with ambiguity and in an environment where things can change quickly.
  • Ability to lead in a multidisciplinary environment.
  • Ability to coach leaders formally and informally.
  • Ability to design and deliver presentations and training programs.
Weekly Hours: 40
Salary Range: $105,740.88 to $124,245.36 CAD per annum (2022 rates)
