About Our Opportunity


We are looking to transform the way we serve our citizens and to strengthen our team with the addition of a new Manager of Digital Communications. In this role, you will lead a team of technical professionals supporting the delivery of modern digital experiences to users in Government and Healthcare. Some of the current products and services within the Digital Communications portfolio include, Video Conferencing (including Poly, MS Teams and WebEx), Virtual care, Digital Signage and Mass Notification services.


Specifically, you will be responsible for delivering on the strategic direction for the portfolio along with providing operational leadership built around the needs of users. You will also be responsible for the overall delivery, on-going success and continuous improvement of digital services, in accordance with legislation, policy and/or regulations.


What You Will Be Doing


The Manager, Digital Communications is responsible to:
  • Manage a team of technical professionals to deliver digital communication services to Government and Healthcare users; including human, workload and financial management
  • Promote a culture of trust, teamwork, and psychological safety
  • Support the design and delivery of a unified communications strategy for Government and Healthcare
  • Work with various stakeholders across Government and Healthcare to build collaborative relationships and find new ways to innovate
  • Keep a strong focus on delivery priorities, being accountable for delivery, and acting swiftly to respond to changing user needs
  • Work with multidisciplinary teams to promote internet-era ways of working and provide strategic direction to achieve digital transformation
  • Dive deep to understand the needs of internal and external users, stakeholders, and partners and their related program goals, program policies and operational constraints so that you can deliver products/services that are valuable, usable, accessible, and feasible
  • Keep people informed and engaged by working in the open and sharing user stories
  • Seek to understand how a product technically works, ask questions and challenge assumptions
  • Set measurable goals and reporting metrics for your team to demonstrate progress against stated benefits

What You Bring to the Table


To be successful in this position, you must have at least five (5) years of relevant experience leading teams, implementing high quality digital products and services and a bachelor’s degree in a relevant discipline or equivalent training and experience.


Your ability to:
  • Lead a team of direct reports to deliver excellent digital products and services to users
  • Manage the strategic direction, scope and budget required to deliver service excellence with new and existing digital products to meet users needs
  • Launch digital products to customers using principles of user research, usability, analytics, and accessibility
Your experience in:

  • Decision making responsibilities for development and ongoing management of high-quality digital products/services
  • Influencing at senior levels (e.g. with senior executive teams and deputies)
  • Leading change through influencing collaboration across a matrix organization in a highly fluid environment
  • Building empowered teams by delegating authority and providing coaching and support
  • Internet-era practices, and ability to effectively engage with multidisciplinary teams to achieve business/policy outcomes

Additional Information


While these positions are based in Halifax, travel throughout the province will be required periodically.


Pay Grade: EC 12

Salary Range: $3,458.20 - $4,322.75 Bi-Weekly
