Position Overview:

The City of Saint John is actively recruitment for a Senior Manager, Community Support Services to lead the delivery of the community services portfolio which includes programs and services that support the City's efforts to build a strong, resilient, and inclusive community.

The Senior Manager of Community Support Services is the senior leader responsible for community programming within the City of Saint John and reports directly to the Commissioner of Growth and Community Services. The role will be responsible for service delivery of valued community services related to recreation, community development, arts and culture and community inclusion, ensuring the City is positioned as a community of choice. The role will play a leadership role in building a community inclusion portfolio to position the City's response and coordination to emerging social issues impacting the most vulnerable and marginalized members of the Saint John community including in the areas of poverty, homelessness, diversity, equity, and inclusion, in partnership with other levels of government and the community sector. The position is a key leadership position and requires a balance between bold strategic planning, ongoing community partnership and exceptional program service delivery. The vision for Community Support Services is forged through broad-based community strategies, including Saint John's municipal plan, immigration and population growth strategies, City's Parks and Recreation Strategic Plan, neighborhood plans and growth strategies.

Key Responsibilities:

Support and collaborate with the Commissioner of Growth & Community Services in the overall management of the Department and act on behalf of the Commissioner as appropriate. Provide insight, guidance and support to department staff. Be an integral member of the leadership team for the City of Saint John.

Working with the leadership of the department, ensure that staff are provided with the opportunity and encouragement to meet or exceed performance expectations.

Assume the senior leadership role for the Community Support services division, providing for the effective and efficient operation of the Division.

Lead the development, execution and evaluations of policy and programming that contributes to Saint John's culture, arts, recreation, wellness, civic pride, neighborhoods, parks and public spaces, including overseeing a number of programs.

Facilitate service delivery partnerships with other levels of government and the community sector in the delivery of community-based programs and services.

Build capacity within the corporation and community to respond to emerging issues of community and social inclusion to build more equitable and diverse communities.

Essential Qualifications:

Ideally, the successful candidate will have gained the above competencies through post-secondary education (a master's degree is desired) in recreation, community development, planning, business, public administration or related discipline and a minimum of ten (10) years of professional and management experience in the areas of recreation, community development and community inclusion. The incumbent will have excellent communication, leadership and interpersonal skills.

Significant experience leading complex social initiatives involving multiple stakeholders including governmental, and the not-for-profit sectors is a requirement for the role. The ideal candidate will bring lived experience and diverse perspectives and cultures.
