Main Purpose & Function
The Manger, Parking Enforcement and Operations is a key leadership position within the Public Space and Street Use Division and manages the Parking Operations and Enforcement Branch, overseeing approximately 150 employees and responsible for the ongoing operations and enforcement of the city’s on-street parking.
The Branch Manager provides strategic direction and coordination to the branch, which includes: staffing; safety; overseeing meter and pay station installation, service and maintenance; coin revenue collections and security; mobile payment revenue processing/verification; enforcement of City parking by-laws, programs and special events; adjudication screening officer operations; abandoned vehicle impound and disposal; by-law impound lot operations; and contract administration for vendors of parking infrastructure, parking (ticketing) platform, mobile payment, licence plate recognition (LPR) and towing services.
Specific Duties & Responsibilities
- Provides leadership and guidance to Parking Operations & Enforcement team, including hiring, assigning responsibilities, evaluating performance, coaching, mentoring, training and development, and discipline.
- Develops and implements the strategic direction for the Branch by evaluating opportunities for innovation, efficiency, improvement, cost savings and public service.
- Directs the design of effective regulatory enforcement strategies and metrics to support the goals and objectives of the City’s Transportation 2040 Plan and Climate Emergency Action Plan to ensure effective deployment of resources, with a focus on enforcement interventions that accomplish the highest possible level of public voluntary compliance.
- Oversees the functionality and operations of real-time ticketing and tracking business solutions, which includes making continuous strategic improvements to ensure the product’s enforcement functionality optimizes Branch productivity.
- Directs the design and implementation of mitigation techniques for ensuring the accuracy and completeness of parking revenues submitted by City employees and 3rd party suppliers; this includes Branch specific internal security protocols, daily/weekly/monthly audit functions and the development of continuous loss prevention strategies unique to Parking Enforcement and Operations.
- Oversees staff safety through training and process initiatives in line with and following City, WorksafeBC and occupational health and safety standards, monitoring and reporting safety incidents and coordinating with the Vancouver Police Department.
- Oversees and manages the Branch’s operating budget and allocating resources between priorities such as: supporting transportation policies, responding to public requests, responding to government/agency requests for service, and reducing city costs.
- Oversees the operation of the Ticket Inquiry Customer Service call center.
- Provides leadership and direction around operating and process improvements for the requirements for the City’s adjudication process.
- Responds to requests and complaints from citizens, the media and the City Leadership Team and/or City Council
- Provides leadership and guidance during business case submissions for new equipment and materials in addition to procurement processes for goods and services
Qualifications
Education and Experience:
- A Bachelor’s degree in a relevant discipline, plus 10 years’ experience leading teams in a senior administrative role. An equivalent combination of experience, education and training will also be considered
Knowledge, Skills and Abilities:
- Demonstrated ability in the areas of leadership, strategic and project planning, change management and negotiating skills
- Ability to influence others and achieve high levels of public voluntary compliance to the City’s regulatory programs while respecting the sensitive and political challenges that impact decisions
- Strong written and oral communication skills
- Extensive experience with Human Resources and Labour Relations practices and procedures, and collective agreements
- Experience with adjudication processes and the ability to revise operating procedures to meet the new standard/direction
- Demonstrated ability to successfully manage numerous projects in different operations with competing schedules and resources
- Demonstrated ability to assess/define needs, and undertake complex/multi-variable problem solving and strategic planning
- Demonstrated ability to lead employees and full-time contract employees through organizational change
- Demonstrated ability to successfully manage significant capital and operating budgets in order to optimize revenues and also to develop cost recovery models
Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
