The Ministry of Corrections, Policing and Public Safety is seeking a Superintendent/Director to lead the Operations Policy unit of its new Provincial Protective Services Branch. We are open to considering position outside of Regina.

In the fall of 2021, the Government of Saskatchewan announced peace officers, special constables and community safety officers embedded in multiple ministries would be brought together under a single provincial governance structure known as the Provincial Protective Services (PPS) Branch within the Ministry of Corrections, Policing and Public Safety.

The Opportunity

The Superintendent/Director of Operations Policy will be a progressive, forward-thinking professional with advanced knowledge and experience in senior leadership roles, the field of law enforcement, and the principles of effective policy development, implementation and accountability that support the goals of government and align with the ministry’s strategic objectives.

Reporting to the Assistant Commissioner of PPS’s Enforcement Support Services Section, this position is responsible for researching, integrating and developing policy, plans and standards that meet the needs of the ministry and the expectations of Saskatchewan residents.


You will do this by:

  • providing policy-related advice to the PPS senior executive team, including the Deputy Commissioner, Commissioner and Deputy Minister;
  • leading policy research and development that helps inform budgets, ministry planning, deployment, reporting, and intergovernmental relations;
  • overseeing the development of policy priorities, options and alternatives on current issues, while creating innovative policy options in response to new and emerging issues;
  • developing accountability standards and inspections to ensure consistency, compliance and excellence in the integration and application of policy across the branch;
  • developing education materials and implementing training sessions to better disseminate policy information and to gather stakeholder feedback;
  • identifying, assessing and reporting on success measures, indicators, trends and effective policy options;
  • consulting and engaging with various stakeholders, including senior leaders;
  • building and maintaining collaborative relationships with partners, individuals, teams and ministry staff;
  • leading internal reporting processes to ensure transparency and accountability to government and the public;
  • understanding government accountability and public expectations; and
  • leading, coaching and developing a professional staff by demonstrating core values of respect, integrity, collaboration, inclusiveness and open communication.

You will possess knowledge and skills in:

  • governance structure and legislation related to public safety and security, policing operations and techniques;
  • policy planning and development, evaluation, monitoring, continuous improvement, and change management practices/processes;
  • various research methodologies, law enforcement challenges, philosophies, practices and trends (national and international);
  • fiscal forecasting/budgeting and human resource management;
  • communication, collaboration, negotiation and relationship-building;
  • time management, addressing ad hoc requests and adapting to fluid deadlines; and
  • law enforcement-related techniques, timelines and reporting objectives.

Typically, the knowledge and experience required for this position is obtained through a: Bachelor’s degree or diploma in a social science, police science, criminal justice, public administration; or a related field combined with extensive and progressive experience in senior policy, planning and leadership roles. An equivalent combination of education and work experience will be considered.
