Job Description

Deputy Chief Administrative Officer, Organizational Services

SUMMARY

Reporting to the Chief Administrative Officer, the incumbent is responsible for planning, organizing, directing, overseeing, and coordinating activities related to organizational services. He/she provides the leadership needed to achieve the municipality's strategic planning objectives / directions and for organizational performance while taking issues and established priorities into account. The incumbent focuses his/her efforts on fostering a positive, productive, and collegial work environment geared to providing excellent service to internal and external clients alike. He/she also supports the Chief Administrative Officer in all aspects of carrying out major capital projects and special projects. Moreover, he/she manages and supervises the services under his/her authority, including human resources, information technology, finance, communications and municipal performance.

RESPONSIBILITIES

1. Leadership, planning and organization

  • Provide strong and inclusive leadership that fosters a culture of employee engagement
  • Participate in the development of municipal directions and priorities for the services under his/her responsibility, and ensure that they are implemented
  • Analyze work processes and service distribution according to the municipality's continuous improvement objectives
  • Coordinate strategic planning, program evaluation, and municipal policy monitoring activities, including the development and monitoring of action plans adopted in accordance with said policies
  • Develop, and implement policies and procedures for the services under his/her responsibility, and revise existing policies and procedures
  • Implement the City of Dieppe's strategic plan; plan, coordinate, develop, follow ups, prepare reports and ensure continuity of the strategic plan
  • Lead activities related to the preparation of the municipality's annual report
  • Maximize the use of information technology to support continuous improvements in service delivery
  • Evaluate the effectiveness of the services under his/her responsibility and make recommendations to senior management regarding any necessary changes
  • Employ a strategic communications approach to facilitate public engagement and collaboration in public policy planning, development, and decision-making
  • Encourage and model ongoing commitment to the services under his/her authority, with a view to improving customer service, and establish systems for measuring and improving service quality
  • Follow up on citizens' requests, make recommendations, and take steps to avoid the recurrence of problems by implementing the necessary management tools
  • Establish close ties and maintain excellent relations with external clients, business partners, governments, and organizations
  • Prepare and present studies, reports, and recommendations in order to provide all relevant information for decision making
  • Represent the City of Dieppe with the media as required
  • Monitor and promote emerging trends and best practices in municipal governance
  • Perform any other tasks assigned by the Chief Administrative Officer

2. Human resources management

  • Mobilize and motivate teams to ensure that set objectives are met
  • Manage human resources, including matters related to staffing, performance appraisals, promotions, and professional development
  • Communicate, support, and ensure compliance with the directions, policies, procedures, and practices put in place to ensure sound human resources management while supporting the organization's values of respect for people and their physical and psychological integrity, as well as efforts to achieve equity

3. Financial and material resource management

  • Support the Chief Administrative Officer in carrying out major capital projects and special projects, including searching for funding and preparing grant applications to the relevant federal and provincial programs, developing business plans, and producing regular project progress reports
  • Prepare budget forecasts and manage the municipal budgets for the services under his/her responsibility

MINIMUM REQUIREMENTS

Education

  • Bachelor's degree in business administration, public administration or an equivalent field (or an equivalent combination of education and experience).

Experience

  • Ten (10) years as a manager in the public or private sector
  • Experience in communications, human resources, information technology and finance would be an asset

Knowledge

  • Knowledge of municipal affairs, administrative policies, strategic planning, supervision, project management, budget management, decision making, legislative procedures, collective agreements, organizational culture, leadership development, problem solving, and media communication

WORK SCHEDULE

Thirty-five (35) hours per week (must be available outside of regular business hours)
