Full Description

Under the general direction of the Asset Management Engineer, the Technologist 2 is responsible for assisting with the development, coordination, implementation and maintenance of assets for the Engineering Services Division. This position provides technical expertise, research, data analysis, and project management and administration for projects and programs related to the management of Water and Waste Department infrastructure. The position participates in the City’s asset management initiatives and assists in the development of capital infrastructure renewal programs, data management system administration, and assigned projects and data that are critical to the successful management of the asset networks.

As the Technologist 2 you will:

  • Participate in the development and implementation of infrastructure asset management, by collecting condition data (in-house or consultant/contractor), participate in the data population and maintenance of asset management systems, establish renewal strategies and evaluate lifecycle costing for replacement/rehabilitation alternatives, and research methodologies and technologies for infrastructure asset management.
  • Provide technical input in the development of annual capital inspection and renewal programs for the water main, combined sewer and wastewater sewer systems by participating in recommendations for the application of asset management strategies, asset condition assessment and holistic right-of-way asset management.
  • Participate in the monitoring, analysis, and reporting of infrastructure performance with respect to service level standards and lifecycle costs.
  • Participate in the Department’s response to Corporate Asset Management initiatives.
  • Provide project management skills and guidance to the Department to successfully complete and/or implement low-risk projects, ensuring they satisfy the technical, financial, and organizational needs for which they were undertaken in conformance with organizational policies.
  • Ensure compliance with Worker’s Compensation Legislation, Human Rights Legislation, safety regulations and safe work practices.
  • Undertake other duties consistent with the classification as assigned.

Your education and qualifications include:

  • Must be a graduate in Engineering Technology (Technologist Diploma – Geomatics, Environmental, or Municipal preferred) from a recognized Institute of Technology, such as Red River College.
  • Must be eligible for membership in C.T.T.A.M. (Certified Technicians & Technologist Association of Manitoba) as a Certified Engineering Technologist (C.E.T.) or Certified Applied Science Technologist (A.Sc.T.).
  • Minimum five (5) years of experience related to the position in a municipal water and wastewater environment; experience in an asset management environment is preferred.
  • Demonstrated knowledge of the City’s water and sewer infrastructure including its operation, service level standards, design standards and specifications, and approved products for surface and underground works.
  • Knowledge and experience with current materials, methods, and techniques as applied to the condition assessment of municipal infrastructure; knowledge of operational issues related to water and sewer infrastructure assets.
  • Proficiency and experience with the requirements of NASSCO’s PACP Sewer Condition Classification, including familiarity with sewer construction techniques, identification of failure modes of various pipe materials, and rehabilitation methods currently employed by the Department would be preferred.
  • Knowledge in the use, suitability and application of various rehabilitation technologies.
  • Knowledge in economic analysis (lifecycle costing, benefit/cost analysis, present value analysis) and in the use of various data management and application systems (e.g. MS Access).
  • Proficiency in the use of existing departmental systems and other relevant data sources including EDMA; knowledge in C.W.M.S. (Synergen), and InfoAsset Manager is preferred.
  • Demonstrated proficiency in the use of Intergraph Geomedia GIS including the ability to perform complex data query and analysis including spatial and functional attribute queries, buffering, aggregation, and analytical merging.
  • Knowledge in asset management, project management and contract administration including identification of goals/objectives and scope of work; identification and allocation of required resources; monitoring progress, budget, scope and schedule; project risk assessment and control; and application of the City's Investment Planning and Project Management Manuals.
  • Demonstrated ability to establish and maintain effective working relationships with colleagues, supervisors, management, other civic department personnel, external sources and the public, in accordance with the Respectful Workplace Standard.
  • Excellent verbal and written communication skills with the ability to communicate with all levels of staff, stakeholders and the general public.
  • Excellent analytical, problem-solving and decision-making skills.
  • Demonstrated proficiency in the use of Microsoft Word, Excel, and Outlook.
  • Demonstrated ability to perform independent studies and carry out project work independently and in a team environment.
  • Must have a thorough knowledge of the occupational hazards and the safety precautions and regulations that are applicable to the position’s work area.
