Main Purpose and Function

Treasury is responsible for managing economic and financial risk; financing for operating and capital requirements; relationships with financial institutions and rating agencies; cash and liquidity; and investments.


The Senior Analyst role is responsible for providing strategic decision support and advice for senior executives to facilitate financial risk management strategies and to support Citywide goals and objectives. This includes:

  • Financial Risk Management: Model balance sheet risk exposure and recommend mitigating strategies.
  • Capital Markets: Negotiate terms and implement optimal strategies for investments, debt, currency and other financial instruments.
  • Reporting: Prepare compliance, performance, and risk exposure profiles.

Specific Duties/Responsibilities

Financial risk management

  • Develop and maintain complex model for analyzing balance sheet risks and sensitivity to market factors, including but not limited to quantifying counterparty, currency, and interest rate exposures.
  • Maintain market intelligence on factors that impact short-term and long-term cash flow, balance sheet, income statement.
  • Recommend optimal asset-liability position based on cash flow profile, valuation, and sensitivity to market factors.
  • Partner with Cash Manager, Treasury and Financial Planning and Analysis group to develop and maintain long-term forecast model of cash flow, balance sheet, and income statement.
  • Prepare qualitative and quantitative metrics, analyze data to support strategic decision making by executive management.
  • Recommend optimal Treasury best practices and tools for financial risk management and capital markets functions.

Investments, currency, and other financial instruments

  • Recommend investment strategies to optimize portfolio risk-return profile.
  • Perform thorough fundamental research and optimization modeling to support investment strategy, tactical positioning, and sensitivity analysis.
  • Develop and recommend appropriate benchmark or synthetic benchmark for portfolio performance evaluation.
  • Negotiate price and execute trades with external brokers/dealers for investments, currency, and any other financial instruments as necessary.
  • Settle trades, record transactions into SAP, and prepare monthly compliance and performance reports.
  • Manage relationships with dealers/brokers and optimize research support.
  • Prepare interest income forecast and variance analysis for budget purposes.
  • Partner with the external custodian to develop risk-based attribution reporting.
  • Manage database for other financial instruments and quantify exposure to counterparties.

Debt and credit ratings

  • Analyze and recommend syndicate banking group structure.
  • Manage interaction with bank debt capital market groups to develop market intelligence to guide debenture issuance timing, pricing, and structure.
  • Partner with external legal counsel to prepare necessary debenture documentation for Council, City Manager, and Mayor’s approval.
  • Maintain debt exposure profile of the City including any affiliate debt exposure impact on the City.
  • Prepare information for annual rating agency reviews.
  • Develop complex credit ratings model to support long-term leverage strategy and capital plan decisions, and forecast credit ratings impact.

Other

  • Responsible for analyzing and evaluating alternative approaches to resolve matters.
  • Implement and monitor processes and procedures to ensure proper risk based internal controls.
  • Monitor Treasury policies and procedures based on market best practices and regulations.
  • Prepare Treasury presentations and reports for senior executives.
  • Other duties/responsibilities and projects as assigned.

Minimum Position Requirements

Education and Experience:

  • Minimum 5 years’ Treasury experience in multi-national corporations with increasing responsibility for strategic financial risk management.
  • Capital markets experience with trading, complex modeling, and valuation of fixed income, currency, and derivative instruments
  • Strong knowledge of accounting rules and regulations for fixed income and derivatives.
  • Proven history of achieving results in a dynamic and resource constrained environment.
  • Experience in presenting to executive management and compliance reporting
  • A bachelor degree in Business Administration, Economics or Mathematics required.
  • A post-graduate degree in Business Administration, Economics or Mathematics preferred, but not required
  • CFA or FRM professional designation preferred, but not required
  • Equivalent education would be considered

  • Excellent inter-personal and organizational skills to facilitate motivation, without authority, amongst diverse internal business partners
  • Independently identify risks, perform complex analysis, and present thorough and persuasive recommendations
  • Aptitude to adapt to dynamic environments and to rapidly comprehend diverse/complex business models and technology
  • Strong research, analytical and problem solving skills, and attention to detail
  • Clear and succinct communication (written and verbal) skills
  • Creative and critical thinking to challenge ideas, processes and procedures
  • Very strong math and statistics skills
  • Proficient in Microsoft Office applications, ERP systems, and complex financial modeling and valuation
