Main Purpose & Function
The Planning Analyst is responsible for the coordination of project and policy research, development, and implementation, and public engagement processes supporting delivery of transportation and public realm projects in support of the Community Transportation branch of the Engineering Services Department. The Planning Analyst is responsible for preparing a variety of graphics (charts, tables, maps, etc.) for inclusion in reports, presentations, and public engagement materials.


Key Contacts and Reporting Relationships

The position reports to the Senior Transportation Engineer within Community Transportation. The position liaises with internal and external stakeholders, engages and coordinates with the public. It also coordinates projects under the direction of the Planner II and Senior Transportation Engineer. The Planning Analyst may supervise junior staff (co-op students (EA II), seasonal staff (EAII), and Greenest City Scholars).


Specific Duties & Responsibilities

  • Assists in the planning and implementation of transportation and public space projects.
  • Researches, analyses, maps and conduct technical studies of medium complexity, using data from various sources, including field observations.
  • Leads the development of informational and analytical graphic materials for public meetings, presentations and for inclusion in Council reports. Responsible for verifying the accuracy of information.
  • Plans, implements, monitors and evaluates of projects/programs of medium complexity
  • Contributes to projects through coordination with other City departments and external agencies, policy analysis and report writing.
  • Facilitates stakeholder meetings and engagement with the public.
  • Prepares a variety of graphic materials such as charts, tables and maps for inclusion in reports and presentations.
  • Represents the City projects during the public consultation process, including facilitation of workshops and representation at public events, answering questions specific to transportation practice. May answer technical, written or oral inquiries from the public.
  • Performs general administrative duties including data entry, taking meeting minutes, taking and organizing photos, and undertaking other duties as required.
  • Develops, writes, review, collaborates and seek concurrence on reports, plans and strategies of medium scope, complexity and risk.
  • May supervise one or more staff members.
  • Other duties/responsibilities as assigned

Qualifications

Education and Experience:

  • University graduation and some professional experience in a field related to transportation and/or urban planning; or university graduation, a post-graduate degree or other recognized diploma in urban planning and no experience, or an equivalent combination of education, training and experience

Knowledge, Skills and Abilities:

  • Considerable knowledge in urban planning, land use, transportation, public space planning, and related City of Vancouver policies.
  • Considerable knowledge of the current literature, trends, and developments on transportation, public space and related issues.
  • Working knowledge of City of Vancouver Transportation policy, community planning process and land use policy.
  • Working knowledge of AutoCAD and GIS software (MapInfo or ArcGIS), experience using Adobe Creative Suite and proficient in MS Office.
  • Excellent written and verbal communication skills including confidently interacting with the public through phone, email and in person.
  • Skill in establishing and maintaining good working relationships with internal and external stakeholder groups/partners.
  • Ability to read and interpret rezoning and development policies and by-laws.
  • Ability to facilitate meetings, and develop and conduct public engagement processes.
  • Ability to collect, analyze and interpret data.
  • Ability to present findings, conclusions and recommendations in graphic and written form.
  • Ability to express ideas effectively orally and in writing.
  • Ability to establish and maintain cooperative working relationships with the public, other employees and officials.
  • Ability to direct and supervise the work of subordinates when required.

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
