About Our Opportunity
As the Manager of Community Housing Programs, you will be responsible for the planning, design, delivery, monitoring and evaluation of programs aimed at stabilizing, strengthening and growing the community housing sector. You will foster productive relationships and partnerships with housing co-operatives, non-profit societies, and other community partners to help preserve and increase the supply of safe, sustainable, and affordable homes across the province.
You will coordinate and advance capacity-enhancing strategies and solutions to support sector renewal and modernization, with a focus on achieving provincial targets under the National Housing Strategy.
Primary Accountabilities
In this role, you will be responsible for the effective, economic, and efficient management of financial assistance programs available to housing co-operatives, non-profit housing societies, and other community housing partners.
You will ensure the effective management of human and financial resources by setting and evaluating staff performance targets, promoting diversity and a healthy workplace, demonstrating leadership competencies, and promoting teamwork and individual development.
You will be responsible for developing and delivering services within a prescribed budget for your business area. You will make recommendations to resolve issues and improve services.
You will develop and implement strategies, processes, procedures, systems and standards to ensure the delivery of high-quality solutions that meet the needs of our community partners.
You will plan, advance, and oversee the strategic long-term operational transformation and modernization of Nova Scotia’s community housing sector.
You will evaluate, implement, monitor, measure, and report on strategic program improvements and prepare and present reports and documentation needed to seek approval from senior management.
You will work collaboratively across the Department, government, and with partnering organizations to identify development, renewal, and transformation opportunities and you will represent the Department on select multi-stakeholder working groups and participate in regular community housing sector initiatives.
Qualifications and Experience
This may be the right opportunity for you if you have a bachelor’s degree in a related field with several years of related experience. You have experience in program and policy development and implementation skills. An equivalent combination of training and experience may be considered.
You have strong communication and interpersonal skills and a proven track record of leading effective teams and managing change and innovation and effectively solving problems. You think strategically and make decisions by connecting with stakeholders (both internally and externally) using strategic and tactical approaches.
Preferably, you have experience working with and understanding the needs of housing co-operatives and non-profit housing societies, as well as considerable knowledge of real estate portfolio management and business administration.
You can establish productive relationships with senior representatives of government and non-governmental organizations and a solid understanding of client service excellence. You also possess exceptional verbal and written communication skills.

We will assess the above qualifications and competencies using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.
Equivalency
An equivalent combination of training, education and experience will be considered. Applicants relying on education and experience equivalencies must demonstrate such equivalencies in their application.
Equivalent experience and training includes, but is not limited to:
- A Masters Degree in a related field such as Public Administration.
Related experience should be progressive and demonstrate management of teams and multiple projects.

Pay Grade: EC 11
Salary Range: $3,143.79 - $3,929.78 Bi-Weekly
