About Our Opportunity
Reporting to the Manager, Income Assistance, the Research and Statistical Officer 3 (RSO3) will conduct research, analysis and evaluation that will drive the development of program policies to be responsive to the needs of Nova Scotians receiving supports under the Income Assistance program.
This will be accomplished through identifying and developing opportunities to improve existing program policies, partnerships from within the Department and with other governmental and non- governmental service providers/organizations (i.e. Federal, provincial, municipal), and supporting large scale initiatives/projects.
Using your understanding and experience in quantitative and qualitative research methods, a few of your key responsibilities will include:
- Conducting thorough research and analysis
- Participating in the development of policy standards and the formulation of new and on-going initiatives informed by legislation, regulations, and established policies
- Conducting jurisdictional research and environmental scans to inform on program and policy development and new opportunities
- Coordinating and collaborating with various staff and stakeholders to meet and measure program outcomes, business cases, presentations, decision requests and information notes
- Analyzing statistical information and reports to ensure the effective and appropriate implementation of the Employment Support and Income Assistance (ESIA) policy and regulations
- Preparing and providing information through briefing notes, information notes, and ministerial letters.
This is a great development opportunity as you participate in special projects, committees, and new initiatives as a lead or participant. The work you do has a direct impact the income assistance program, policies and services of the Department.
Qualifications and Experience
You have a bachelor’s degree and five (5) years related experience; or a Master’s degree and three (3) years related experience.
As the ideal candidate you demonstrate innovation and creativity in your work as you support the development and delivery of Income Assistance programs and services for the Department. Familiarity with the Department and ESIA program is considered an asset. You are analytical in nature and can identify opportunities, determine program requirements, evaluate alternatives, and provide sound recommendations to senior management.
You must be able to work and participate as a member of a multi-disciplinary team. This role also requires ability to work independently with minimal supervision, be self-motivated, and able to follow-up pro-actively and address issues as they arise. You must have excellent written and oral communications skills and presentation skills along with excellent interpersonal, organizational, and project management skills.
We will assess the above qualifications and competencies using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.

Most of your work is spent located in a comfortable office environment. Some travel maybe necessary in this role. There may also be opportunities for flexible working options.

Pay Grade: PR 13 - PR 13
Salary Range: $2,396.86 - $2,913.59 Bi-Weekly
