The Saskatchewan Municipal Board (SMB) has an exciting and rewarding permanent opportunity for a highly-motivated and service oriented individual.

The SMB is an independent administrative tribunal established for regulatory and quasi-judicial purposes. The SMB’s regulatory function is to provide approvals for municipalities with respect to local improvements, borrowing, utility rates, set city debt limits and ensure the fiscal health of municipalities. The quasi-judicial function is to hear appeals from interested parties, with the majority of appeals relating to property tax assessment and planning and development. Key stakeholders include municipalities, ratepayers, developers, tax agents, financial institutions, crowns and ministries.

As the successful candidate, you will work in cooperation with the administrative team, directors, Board members and stakeholders to support and facilitate the smooth operation of the application and approval process. Reporting to the Director, your main responsibilities will be:

Applications:

  • Provide financial analysis of applications from municipalities for borrowing, debt limits, utility rates, local improvements and regional projects.
  • Review applications ensuring an appropriate business plan supports the application as well as an asset management strategy (if applicable).
  • Ensure applications comply with applicable legislation, policies and procedures, including required permits.

Accounts Payable/Receivable:

  • Using the MIDAS accounting system, attend to all aspects of the accounts receivable and payable including:

    • process, code, and enter invoices, refunds and other payment requests;

    • attend to all receivables and other journal entries as required;

    • provide support in financial policies and procedures;

    • prepare month-end and year-end account analysis reports; and

    • create, maintain and reconcile various financial reports in a timely manner.

Stakeholder Relations and Support:

  • Create training modules, using technology to share information and enhance relationships with stakeholders.
  • Review goals as outlined in the SMB Strategic Plan, establish benchmarks for goal attainment, provide regular monitoring reports and measurement processes.
  • Review current processes and document requirements, making recommendations to streamline processes, enhance customer service and build capacity in the municipal sector.

  • Advanced knowledge and abilities with technology such as the Microsoft Office Suite, Adobe Acrobat and presentation software.
  • A comfort level with public speaking and engaging presentation style.
  • Strong analytical and organizational skills with attention to detail.
  • Familiarity with the municipal sector.
  • Knowledge of and work in compliance with Generally Accepted Accounting Principles (GAAP) and Public Sector Accounting Board (PSAB) standards.
  • A self-starter and ability to work independently taking initiative where appropriate.

Typically, the competencies required for this position are as follows:

  • Business Administration degree specializing in accounting, finance and/or public administration.
  • An accounting designation (CPA) or in the process of obtaining one would be an asset.
