We are currently recruiting for a talented and visionary Business Analyst (BA) to join our Planning & Development team. The successful candidate will analyze current processes related to the review of development and building permit applications and assist this business area in the development of solutions to improve, streamline and optimize current processes as well as create new business processes. This work will be undertaken through a technological and customer service lens.

Reporting to the Business Services Manager, the successful incumbent will be the liaison between the business unit and the Information Communications Technology (ICT) division and will work closely with internal stakeholders to align our vision of improved efficiencies through the use of technology and best practices as it relates to business processes. This role will bring proven experience in gathering and analyzing data, collecting and creating business requirement documents and translating business requirements into technical specifications and configuration requirements that cross multiple functional areas. The ideal candidate will have the following competencies:

  • Proficiency in communicating in non-technical terms with project stakeholders through face-to-face meetings, project plans, project status reports, etc.;
  • Expertise in evaluating business processes, gathering business and technical requirements and identifying and recommending areas for improvement;
  • Ability to act as lead analyst and to analyze, document and evaluate data and information requirements and to develop logical solutions;
  • Ability to monitor and evaluate the effectiveness of enterprise business processes and performance enterprise systems, databases and related applications;
  • Ability to establish and maintain effective working relationships with a variety of internal and external contacts and to provide advice and assistance on matters related to the work;
  • Ability communicate effectively orally and in writing and to prepare and maintain quality technical reports and systems documentation;
  • Ability to work independently and to achieve project and department goals;
  • Ability to develop and implement training programs for various user departments in the use of new or revised systems.
This position works closely with various departments as well as external stakeholders to ensure business processes and systems configurations are aligned with corporate strategies to seek customer service excellence and are compliant with rules and regulations. As a result, the successful incumbent must possess excellent communication skills, written and verbal; have the ability to write business-appropriate correspondence and make presentations as appropriate; have the ability to use software programs for effective project management tracking and reporting.

The successful incumbent will have 5+ years of progressive experience in the field of project management/business analysis as well as possessing a Bachelor’s degree and/or applicable experience in the field of information technology; Public Administration, Commerce or Business Administration.

Proficient use and understanding of the case management system AMANDA 7 would be considered an asset.

The CUPE hourly rate of $45.68 - $53.97 (2022 CUPE rates) with an excellent benefits package and a compressed work week is being offered. This position is based in Coquitlam with some flexible, remote work options available. The City has a vaccination policy in effect with requirements for all current and future employees.
