Reporting directly to the Deputy Minister of Health, the Manager of Communications develops and implements departmental communications strategies in accordance with Government of Nunavut and departmental policies and guidelines and provides communications planning advice to the Minister’s office, Deputy Minister, Assistant Deputy Minister-Operations, Assistant Deputy Minister-Programs and Standards, Chief Medical Officer of Health, and other senior managers and departmental staff. The Manager ensures that the department’s communications are managed in a strategic manner that influences internal and external perception and understanding of the health system and also ensures that messages are presented in a consistent and professional fashion.

The incumbent is expected to liaise with local and national media, and will provide media relations advice to department spokespersons, and develop department standards for communications products and participate in the production of department publications. As a member of the Senior Management Committee, the Manager, Communications identifies and discusses departmental communication needs, goals, and priorities; and researches and analyses the current northern media and political environment to determine appropriate means of reaching the department’s target audiences. The incumbent is also responsible for drafting news releases, health advisory advertisements, and other public communications in consultation with program managers. The incumbent will also assign and delegate duties and responsibilities to subordinate staff and participate in the recruitment process for subordinate staff.

The knowledge, skills, and abilities required for this job are usually obtained through a recognized undergraduate degree in communications, marketing, public relations, journalism, or a related field. Three (3) years’ experience in communications planning is also required along with one (1) year of supervisory experience. Experience working in a northern or indigenous environment is considered as an asset.

The Official Languages of Nunavut are Inuktitut, Inuinnaqtun, English and French. Fluency in more than one of Nunavut’s official languages would be considered an asset. Knowledge of Inuit language, communities, culture, land and Inuit Qaujimajatuqangit would also be considered an asset.

Equivalencies that consist of an acceptable combination of education and experience may be considered.
