Bi-Weekly Hours: 75.0 hours bi-weekly (Commencing Immediately for One Year with Possibility of Extension)The Policy Analyst/Planner is responsible for providing expert strategic policy, program and issue analysis, advice, planning, design, implementation and evaluation processes related to divisional and departmental priorities in Mental Health and Addictions Initiatives. This position reports to the Director of Mental Health and Addictions. Duties will include: - Providing strategic advice and assistance on policy matters that are supported by a review of F/P/T policy directions and initiatives, legislation/regulations, provincial policies and initiatives, service delivery, budgetary, and human resources considerations;- Developing and leading the coordination of a comprehensive policy framework for the MH&A Division, including tools and necessary technical infrastructure, which outlines development, review, validation, approval, review and monitoring processes and responsibilities;- Developing effective public information/communication materials to report on departmental goals, priority areas, policy direction, and results; - Leading and facilitating comprehensive research, analysis and evaluation of new and existing programs and policies within the MH&A Division; Providing advice on program performance and evaluation findings including: efficiencies and effective methods for program and service delivery, and recommendations for changes to programs, contracts, regulations and legislation based on evidence, analysis and current standards; - Analyzing and evaluating the impact of federal/provincial policy options in relation to PEI, including the development of recommendations for the Province's position and implementation processes; - Ensuring information sharing and knowledge exchange in all aspects of policy research, development, implementation and evaluation to support collaborative, coordinated, consistent, and evidence-based approaches;- Representing the Department and the Division on inter-jurisdictional and inter-departmental/divisional committees and working groups whose activities related to emergency health services; and other duties as required.- Other duties as required.
Qualifications
Minimum Qualifications: - A degree in Business Administration, Health Administration, Public Administration, Public Policy, Economics or a related field. Preferably at a master’s Level.- Extensive experience in program/project management, development, analysis and evaluation with knowledge of committee structure, functionality and governance.- Considerable experience interpreting and applying government policies, policies, standards, legislation, regulations and complex contractual arrangements.- Considerable experience with complex budget review/analysis and strategic business planning.- Demonstrated equivalencies will be considered.- Proficient in working with typical business and analytical software / computer applications including Microsoft Office.- Demonstrable initiative, judgment and dependability in completing work assignments, including well developed organizational skills, critical thinking, priority setting, problem-solving techniques and a high regard for privacy and confidentiality.- The successful candidate must provide a satisfactory criminal record check prior to beginning employment.- Valid driver’s license and access to reliable transportation; in and out of province travel is required.- A good previous work and attendance record.- Additional relevant education and experience will be considered an asset.Applicants are expected to complete the full length of this assignment, unless applying for a permanent position.Preference will be given to UPSE Civil Employees as per the UPSE Civil Collective Agreement.Please Note: Please ensure the application clearly demonstrates how you meet the noted qualifications as applicants will be screened based on the information provided.
