SCOPE

Located in Inuvik and reporting to the Executive Director, IWB, the Administrator identifies requirements for, plans and coordinates the management of administrative services for the Executive Office of the Inuvialuit Water Board.
The incumbent is responsible for advising the Executive Director and staff on Human Resources (HR), financial, procurement and information management policies, on the impact of amended policies and for ensuring compliance with departmental and central agencies directives. This includes:

  • Advising the Executive Director on administrative options affecting the implementation of projects, and identifying resource issues and their implications for projects.
  • Establishing and ensuring maintenance of the administrative systems with respect to all project activities, processes, secretariat and administrative services ensuring proper handling of, (including ensuring that action is taken), and recording of correspondence and other documents for the Board.


KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of interrelationship and partnership between the Inuvialuit Water Board and the GNWT, federal departments, and Aboriginal Organizations and communities and the functions and responsibilities of the staff reporting to the Executive Director to ensure effective project coordination and delivery of administrative and operational services.

Knowledge is required of the organization's structure, mandate and objectives, and primary contacts, with respect to Board responsibilities for the conduct of public hearings, to obtain and/or exchange information and provide administrative and coordination services to the Board through the regulatory and environmental assessment process.

Knowledge of the organization's structure, roles and responsibilities is essential to act as the first point of contact with the public and client organizations, to direct requests for services, to coordinate the flow of correspondence, file dockets, etc. and to obtain professional advice on administrative policies.

Organizational/analytical skills are required to provide advice and services to the Executive Director, on financial, procurement, human resources and information management services to evaluate requirements for specific services, as well as providing secretarial services to the IWB.

Ability to research, gather and summarize information from correspondence and documents that may include legal or scientific terminology.

Writing skills are required to summarize background material, prepare and/or assemble correspondence, briefing materials, reports, write minutes of IWB meetings, etc.

Ability to understand and apply policies and directives related to administration, human resources management and financial administration to respond to management and employee requests.

Typically, the above qualifications would be attained by:

  • Post-secondary study in management or administration or equivalent, and at least three (3) years of progressive project support and administrative experience, including government experience.
  • Relevant experience in land and water stewardship initiatives is considered an asset.
  • Equivalent education and experience are considered.
