Ontario's Office of the Fire Marshal & Emergency Management (OFMEM) is looking for two experienced emergency management professionals to coordinate and oversee the delivery of emergency management field operations in the province.

The Ontario Provincial Police provides front-line policing services to more than 400 municipal and First Nations communities. The ministry is also responsible for maintaining effective and efficient correctional programs that create an environment where offenders are better able to return to the community and make positive contributions to society. Through the work of the Office of the Chief Coroner, Office of the Fire Marshal, Centre of Forensic Sciences and Emergency Management Ontario, the ministry seeks to minimize or eliminate hazards to people and property.
The Office
Emergency Management Ontario (EMO) is responsible for monitoring, coordinating and assisting in the development and implementation of emergency management programs across municipalities and ministries and for ensuring that those programs are coordinated in so far as possible with emergency management programs and emergency plans of the Government of Canada and its agencies. EMO fulfills this provincial coordination role by assisting provincial ministries and communities in the development and implementation of their mandatory emergency management programs, and by maintaining the overall provincial emergency management program. EMO is organized into five major program areas: Office of the Chief; Office of the Director; Planning and Program Development which includes Exercises; Field Operations, Training and Education; and Emergency Management Operations.

- 1 permanent position in Northern Ontario. Work will be performed throughout the following city areas: Timmins, Sudbury, Sault Saint Marie and Thunder Bay.

What can I expect to do in this role?
You will:- Provide leadership, coordination, direction, guidance, and expertise to OFMEM Field Officers
- Provide leadership and support to communities in the development, implementation and monitoring of emergency management programs and handling of emergency management issues
- Assist the Program Manager in overall program administration
- Maintain an overview of program activities, identifying trends/patterns, reporting and advising Program Manager of issues of significant impact
- Provide advice, options and recommendations regarding response to potential and declared municipal/provincial emergencies
- Participate on a Team (e.g. Operations Section, Planning Section, Logistics Section, Community Assistance Task Force,) during emergencies
- Lead complex, specialized group projects under the leadership of Program Manager;
- Provide input into the development/revision of legislation, regulations, policies, Plans, procedures, standards, guidelines and best practices
- Research and/or prepare logs, reports, correspondence, briefing and issue notes, presentations; develop and present training and public education materials and programs to various stakeholders
- Develop, participate in, control and evaluate exercises, including specialty exercises and full field exercises for/with various stakeholders including municipalities, First Nations, Ministries, and NGOs
- Serve as a staff officer in the Provincial Emergency Operations Centre or on field deployment as needed during emergencies and exercises to coordinate provincial emergency response efforts
Please note:
- The position requires working extended and irregular hours and/or shifts with minimal or no notice, particularly during emergencies and exercises.
- There will be requirements for extended travel (sometimes on short notice due to emergency situations), mainly within Ontario, but also within North America.
How do I qualify?
Mandatory
- You must possess a valid class G driver's licence or equivalent, as recognized by the Province of Ontario.
- The position requires that the incumbent wears a uniform and personal protective equipment, in accordance with the Occupational Health and Safety Act.
Emergency Management Expertise
- You have expert knowledge of emergency management theories and principles (i.e. the Emergency Management Framework or Doctrine for Ontario, Incident Management System, Hazard Identification and Risk Assessment).
- You have experience interpreting, applying, and providing advice on emergency management and relevant legislation, regulations, policies, guidelines, and procedures to provide subject matter expertise to staff and stakeholders.
- You have knowledge of municipal administration, operations, governance and practices.
Communication and Interpersonal Skills
- You have proven communication, interpersonal, and presentation skills to: convey legislation, regulations, policies, procedures and guidelines to a variety of internal/external stakeholders; record and maintain chronological records of incidents and emergencies; deliver lectures, seminars and attend meetings with stakeholders.
- You demonstrate tact, diplomacy and political acuity to facilitate issues resolution.
Analytical and Problem-Solving Skills
- You have the demonstrated ability to use sound judgment in critical situations, and proven analytical skills to assess and provide advice in emergency situations as well as assess and evaluate proposals.
- You can identify and analyze issues and trends and recommend solutions to address operational and corporate planning needs.
Leadership Skills
- You have team leadership skills to provide supervision and guidance to staff, assess performance, identify and develop training to meet staff development needs, and ensure safe working conditions.
- You have demonstrated ability to lead projects and coordinate financial and human resources effectively to ensure success of operational activities.
Other Important Skills and Knowledge
- You have an understanding of Indigenous communities in order to respond effectively to emergencies that affect these communities as well as provide support in emergency planning.
- You have demonstrated cultural sensitivity to relate with people from diverse cultural backgrounds, particularly Indigenous stakeholders.
- You demonstrate proficiency with software applications including word processing, presentations as well as the internet.
- You have the ability to use audiovisual technologies and communications equipment.
