As per HRM Directive 518, this employment opportunity is restricted to residents of Kugluktuk only.
As a member of the Community Economic Development Support Team, the Program Officer delivers initiatives to facilitate provision of resources, information and training necessary for Nunavummiut to make informed decisions about community development. The position is located in Kugluktuk and reports to the Manager, Community Economic Development – Kitikmeot.
The Program Officer will facilitate market, product and service research and feasibility studies for strategy, policy and program planning and delivery; participate in delivery of ED&T’s innovative community regional strategies and programs to promote community capacity building, business and tourism product development; participate to establish and implement meaningful Unit goals, objectives and priorities for the region; analyze community-based plans to identify and implement community priorities collaboration with advisors; review and evaluate community economic development initiatives for consistency with community plans and ED&T policies; deliver community-based assessment tools, profiles, inventories and directories for the program; implement initiatives consistent with legislation, public service processes and standards; build and maintain working, partnering and communications relationships with government, crown corporations, community governments and employees and industry to support effective and efficient program delivery; review operation of Program Partnership Agreements to ensure consistency with the provisions of the agreement; identify and facilitate use of Nunavut’s crown corporations, private investors, financial institutions and other sources of advice and funding to promote joint initiatives; and evaluate business operations identifies challenges and recommends corrective action.
The knowledge, skills, and abilities required for this job are usually obtained through a recognized Degree in Business Administration, Economic Development, Commerce, Renewable Resource Management, Land Use Planning or a related field. A minimum of two (2) years’ of related experience. However, it may be acquired through a varied combination of education, training and recent experience.
The Official Languages of Nunavut are Inuktitut (Inuinnaqtun), English and French.
Fluency in more than one of Nunavut’s official language is an asset.
Equivalencies that consist of an acceptable combination of education, experience, knowledge, skills and abilities may be considered.
Knowledge of Inuit language, communities, culture, land and Inuit Qaujimajatuqangit is an asset.
If there is no successful Nunavut Inuit this position will be Term until October 2023. Current Indeterminate Government of Nunavut employees that apply and are successful on this term position may be offered an internal transfer assignment for the duration of the term.
