If so, the Office of the Chief Human Resources Officer (OCHRO) at the Department of Finance and Treasury Board is seeking an analytical, client service and results oriented individual in the Total Compensation and Benefits branch to fill the position of Policy Analyst for Employee Benefit Programs. This meaningful work supports all GNB employees and their families and contributes to their health and financial security. OCHRO is responsible for providing the strategic direction as well as the policy, program and accountability framework for the recruitment, compensation, development, safety, wellness, collective bargaining, employee benefit programs policy and administration and management of the Government of New Brunswick's (GNB) human resources.

Reporting to the Director, Employee Benefit Programs, the Policy Analyst will be part of a team of professionals responsible for:

  • Developing/revising and interpreting program policies, contracts, procedures, and guidelines;
  • Developing and presenting information and training programs to stakeholders;
  • Representing the division/department on program-related departmental, interdepartmental, benefit committees and working groups;
  • Assisting in the development and distribution of promotional and informational program materials;
  • Liaise with external stakeholders and service providers specific to employee benefit programs;
  • Providing support to employee benefit committees and boards;
  • Providing research, analysis and relevant information regarding employee benefit programs as required;
  • Establishing, promoting and maintaining working and respectful relationships between committees, boards, service providers and other stakeholders in regard to employee benefit programs;
  • Monitoring compliance with program guidelines, procedures, policies, standards and regulations;
  • Providing expert advice and guidance to internal and external client groups.

ESSENTIAL QUALIFICATIONS:

Pay Band 3

Bachelor degree in Business Administration, Commerce or a related degree

OR 2 year college diploma in a related field and 2 years related work experience in the field of Human Resources or Pensions and Employee Benefits Administration

OR High School or GED and 4 years related work experience in the field of Human Resources or Pensions and Employee Benefits Administration

Pay Band 4

Bachelor degree in Business Administration, Commerce or a related degree with a minimum of 4 years of related work experience in the field of Human Resources or Pensions and Employee Benefits Administration

OR 2 year college diploma in a related field and 6 years related work experience in the field of Human Resources or Pensions and Employee Benefits Administration

OR High School or GED and 8 years related work experience in the field of Human Resources or Pensions and Employee Benefits Administration.

Pay Band 5

Bachelor degree in Business Administration, Commerce or a related degree with a minimum of six (6) years of related work in the field of Human Resources or Pensions and Employee Benefits Administration.

OR 2 year college diploma in a related field and 8 years related work experience in the field of Human Resources or Pensions and Employee Benefits Administration

OR High School or GED and 10 years related work experience in the field of Human Resources or Pensions and Employee Benefits Administration

Written and spoken competence in English and French is required for this position. Please state your language capability on your application.

An equivalent combination of education, training and experience may be considered.

PB 03 - $45,656 to $63,778 per annum
PB 04 - $50,128 to $70,070 per annum
