The Opportunity

Reporting to the City Solicitor, The Enterprise Risk and Insurance Manager is responsible for the development, implementation, and administration of an enterprise risk management framework to identify risks to the City of St. John’s, to measure the impact of such risks and to implement processes, procedures, and policies to minimize those risks. The domains of risk to be considered include, but are not limited to, strategic, financial, operational, compliance and reputational risk.

Accountabilities

The identification, assessment, monitoring, mitigation, and reporting of the City’s operational and strategic risks.

The administration of the City’s insurance portfolio (including The St. John’s Transportation Commission “Metrobus” and St. John’s Sports & Entertainment Ltd.), the renewal of policies in consultation with the City’s insurance broker, and the facilitation of claims filing and management in consultation with the Senior Claims Officer and Legal Counsel.

The Manager will have a comprehensive understanding of risk and be responsible for educating, advising, and counseling staff to identify and manage risk and be responsible for the integration of risk identification and assessment techniques into the City’s strategic planning process.

The Manager will review contracts and agreements to advise on insurance coverage for all City Departments in collaboration with Legal Counsel.

The successful applicant will be required to participate in all training programs applicable to this position and other related work. Qualifications

The successful candidate will have a university degree in Business Administration, Economics, Public Administration, Accounting, Finance, Strategic Management, or related field. The Certified Risk Management designation (CRM), Certification in Risk Management Assurance (CRMA) or be a Certified Risk Management Professional (CRMP). 5 – 7 years’ experience working within a risk management framework and leading the preparation and coordination of the risk management process preferably in a municipal, government or institutional setting.

OTHER:
Must have the ability to assess, design and implement enterprise risk capabilities within a complex organization. Demonstrated knowledge of the theories, principles and practices of enterprise risk management, contract law, indemnity, waivers, and contract management as well as a general understanding of information technology controls, financial reporting concepts, and the internal and external audit process.
Experience in contract review for insurance, claims and indemnification provisions.
Excellent interpersonal and communication skills, both oral and written, and the ability to work collaboratively, develop and maintain effective working relationships
