Qulliq Energy Corporation

Qulliq Energy Corporation (QEC) is entrusted to provide safe, reliable power to all customers in Nunavut. Owned by the Government of Nunavut and operated as an arms-length territorial corporation, QEC is the sole provider of electricity and district heating in Nunavut. In comparison to other utilities in Canada, QEC faces unique challenges as it operates 25 stand-alone diesel power generation facilities and distribution systems located in each of the territory’s communities.

QEC 21-040 General Rate Application Specialist (1-Year Term)

Based out of Iqaluit, Nunavut and reporting to the Chief Financial Officer, the General Rate Application Specialist is a 1-year term position that collaborates with the Manager, Regulatory Reporting to develop the Corporation’s General Rate Application (GRA) for submission to the Minister responsible for the Qulliq Energy Corporation. The position also assists with the administration of the Arctic Energy Fund and Low Carbon Economy Fund, as well as revamping the Nunavut Energy Subsidy Program

Duties and Responsibilities:

  • Researches, analyzes, and aggregates utility billing and revenue data for use in generating financial forecasts for use in the GRA process.
  • Ensures accurate collection utility billing and revenue data is conducted in such a manner as to eliminate the potential for errors that could impact QEC and its ratepayers.
  • Analyzes, interprets, and prepares financial statistics, cost of service studies, analyzes and calculate utility rates, rate adjustments, rate policies and regulations.
  • Collaborates with external consultants to ensure the timely and accurate collection and dissemination of relevant data for usage in the development of the GRA.
  • Coordinates with senior management to gather, analyze, and verify source information used for drafting briefing notes, business reports, URRC responses, responses to the public, and other requests for information pertaining to the GRA process.
  • Develops comprehensive process maps and process documentation outlining the General Rate Application process.
  • Assists in the administration of the Arctic Energy Fund and Low Carbon Economy Fund by developing essential reports, proposals, etc.
  • Assists the Manager, Regulatory Reporting in revamping the Nunavut Energy Subsidy Program.

Required Qualifications Include:

  • Bachelor’s degree in Business Administration, Accounting, or similar field of study.
  • Seven years of experience conducting financial and regulatory research, analysis, and reporting.
  • Experience leading the GRA process in a utility environment.

Assets:

  • Formal training and education in project management and/or regulatory reporting is an asset.
  • Knowledge of Nunavut, the land, language and culture.
  • The ability to communicate in Inuktitut, Inuinnaqtun and/or French.

We offer a competitive salary range of $106,587.00 to $136,227.00, a northern living allowance of $15,016 per annum, a comprehensive benefits package including a defined benefit pension program, and subsidized staff housing. This position is not included in the Nunavut Employees Union.

Preference will be given to Nunavut Inuit.
