The Department of Finance and Treasury Board's Digital Office within the Office of the Chief Information Officer Division has a career opportunity for an Enterprise Strategist to work in support of digital transformation projects outlined in GNB's Digital NB strategy. Join our dynamic, progressive team of information technology and technology management professionals in an environment in which you can learn, grow, create and support innovative strategies to help the Government of New Brunswick (GNB) deliver on its new transformational business objectives. This is a 1-year temporary opportunity.

Reporting through to GNB's Chief Digital Office, the successful candidate will be responsible for the following:

Communicate, Facilitate, and Collaborate:

  • Provide strategic advice and direction to Enterprise Architecture steering committees on the adoption and implementation of new transformational technologies that will enhance and support GNB goals and objectives;
  • Promote and communicate the enterprise strategic vision to GNB's IT and business leaders;
  • Collaborate with Federal, Provincial, and Territorial teams, to align as appropriate and to share strategies, policy, and thought leadership.

Strategic Development/Planning:

  • Provide leadership, guidance, and direction for the development of strategic frameworks, policies, procedures, and standards (across the GNB enterprise) that will minimize government technology costs, while supporting GNB's desire to enable transformation.
  • Analyze the technology industry and market trends to determine their potential impact on the GNB enterprise.

Technical Expertise:

  • Understand and explain complex technologies in order to provide high-level and in-depth subject matter expertise to the enterprise in the areas of DevOps, CI/CD, micro-services, serverless architectures, mobile application development and cloud-based solutions.
  • Act as a subject matter expert to oversee and consult on new transformational projects being driven from the Digital NB strategy - following the Digital Transformation Teams Design Thinking methodology, offer advice on architecture, design, build, through to implementation.
  • Act as product manager for the projects, represent the stakeholders and the voice of the customer. Define the product in customer-centric terms and prioritizes the delivery based on importance and dependencies and deliver good business results and maximize value of the team.

ESSENTIAL QUALIFICATIONS:

The successful candidate must possess:

  • Bachelors degree in Computer Science (or related discipline).
  • Minimum of 7 years of progressive work IT experience including:
    • Minimum of 2 years of experience with Application development concepts such as Agile, and Scrum methodologies and Service Oriented Architecture (SOA) based services within medium to highly complex application environments
    • Minimum of 2 years of practical experience in web and/or mobile application development and cloud-based solutions such as: microservices, DevOps, serverless architectures
    • Minimum of 1 year of experience with UX projects
  • Minimum of 1 year of management or supervisory experience

OR

  • A 2-year college diploma in Computer Science (or related discipline).
  • Minimum of 9 years of progressive IT work experience including:
    • Minimum of 2 years of experience with Application development concepts such as Agile, and Scrum methodologies and Service Oriented Architecture (SOA) based services within medium to highly complex application environments
    • Minimum of 2 years of practical experience in web and/or mobile application development and cloud-based solutions such as: microservices, DevOps, serverless architectures
    • Minimum of 1 year of experience with UX projects
  • Minimum of 1 year of management or supervisory experience

Written and spoken competence in English is required. Please state your language capability.

An equivalent combination of education, training and experience may be considered.

ASSET QUALIFICATIONS:

Preference may be given to candidates that possess one or more of the following asset qualifications:

  • Cloud Certifications (such as AWS Cloud Architect, Azure Architect, Google Cloud Architect, DevOps Engineer etc.)
  • General Technical Certifications (such as MCSD, MCSE, CCNA etc.)
  • Professional Certifications (PSM, ISP, COBIT, TOGAF, ITIL, etc.)

BEHAVIOURAL COMPETENCIES: The successful candidate will possess the following behavioral competencies: Client Service Orientation, Effective Interactive Communication, Relationship/ Network Building, Results Orientation, Teamwork and Cooperation, and Strategic Thinking.

TECHNICAL COMPETENCIES: The successful candidate will possess the following technical competencies: Specialized Subject Matter Expertise and Knowledge, Written Communication, Knowledge of Group Facilitation, and Planning and Organizing Skills.

Successful candidate will be required to pass a security clearance upon appointment. Failure to obtain the clearance will disqualify the candidate.

Salary: $3,088 to $3,736 bi-weekly.
