Bi-Weekly Hours: 75.0 hours bi-weekly (evenings and weekends as required) (Commencing Immediately until March 31, 2022 with possible extension) The PEI Department of Fisheries and Communities aims to encourage the development of an innovative, diverse and inclusive workforce which enables the organization to realize its goals. The purpose of this position is to provide high quality advice and assistance regarding international, national, regional and provincial aquaculture and fisheries policy matters. The main focus of the position will be to maximize the potential of aquaculture and fisheries opportunities through research, evaluation, and evidence-based policy research activities. Duties will include: • Providing leadership and direction to the department in international, national, and provincial policy matters in relation to the shellfish and finfish aquaculture, and fisheries sectors and other Divisions in the Department, with the goal to maximize opportunities for sector growth and development in Prince Edward Island.• Preparing and presenting position papers and policy reports with recommendations developed through high level policy research and analysis;• Providing strategic advice and recommendations to the Director of Aquaculture, the Director of Marine Fisheries and Seafood Services, and the Deputy Minister;• Assisting in the preparation of Treasury Board and Executive Council Memorandum, briefing notes and speaking notes;• Providing research for the development and maintenance of legislation, regulations and related policies;• Applying project management skills in leading strategic projects for the department during the development and implementation phases;• Collaborating with other government departments on cross jurisdictional policy issues and initiatives;• Evaluating policies using standard evaluation methodologies and techniques, including: the development of evaluation frameworks and matrices; program evaluation plans; and policy analysis reports based on the results of program evaluation data;• Assisting in the coordination and development of strategic and operational plans for the Department, including program implementation;• Working cooperatively with departmental SMEs, industry associations, the research community and other stakeholders to identify and address industry priorities;• Provide support to the Department in relation to the various Task Groups, Committees and initiatives under the Canadian Council of Fisheries and Aquaculture Ministers;• Other related duties as required, including but not limited to: coordinating the Department’s Business Continuity Management Plan; responding to internal and external requests for statistics.
Minimum Qualifications: • Must have a Masters degree in a related field such as public policy, public administration, aquaculture, fisheries or other research-based Master’s degrees including but not limited to, strategic planning, program evaluation, business, information management, or professional writing with experience in public policy and/or evaluation with experience in the aquaculture/fisheries and/or public policy/program management or a Bachelors degree in a related field with extensive experience in the aquaculture/fisheries, agriculture, fisheries, and/or rural development sector and policy or program evaluations.• Considerable experience with internal/external stakeholder management, communications, project management, team building required.• Experience writing official documents.• Demonstrated equivalencies will be considered.• Strong writing, analytical, and document preparation skills.• Must be able to undertake rigorous research and analysis on complex issues using a variety of resources and tools.• Must have strong interpersonal, communication and organizational skills.• Must have a valid driver’s license and access to reliable transportation.Other Qualifications: • F/P/T experience would be considered an asset.• Bilingualism would be considered an asset.• Project Management certification is considered an asset.Preference will be given to UPSE Civil Employees as per the UPSE Civil Collective Agreement.Note: Please ensure the application clearly demonstrates how you meet the noted qualifications as applicants will be screened based on the information provided.
