Reporting to the Manager, Capital Budget Development, the Senior Budget/FMB Analyst (Analyst) is a key member of the team that is responsible for the completion of the Government of Nunavut’s (GN) annual Main, Capital, and Supplementary Estimates, and when necessary, Interim Appropriations. The incumbent will also provide independent and objective analysis and advice in the assessment of departmental requests to the Financial Management Board (FMB). The provision of financial management advice and support to GN department and agencies is required and also the monitoring of compliance with FMB direction and governing authorities (e.g. Financial Administration Act, Financial Administration Manual, GN approved policies/legislation).

Some of the responsibilities of the Analyst include providing timely briefings to senior management on budget related issues; assessing departmental submissions requiring FMB and Cabinet consideration; participating in, or leading, special research or development projects for the FMB, departments, or in support of government-wide initiatives. The Analyst will become thoroughly familiar with the programs and services and budget levels of assigned departments and have technical knowledge in policy development and application.

The ideal candidate of this position will have a degree from a recognized institution in Economics, Business Administration, Public Administration, or a related field. Three (3) years of progressive central agency experience within government or broadly based experience within government (e.g. financial management, planning, program design and/or evaluation) within governments or other related fields is required.

The Official Languages of Nunavut are Inuktitut, Inuinnaqtun, English and French. Fluency in more than one of Nunavut’s official language is an asset. Knowledge of Inuit language, communities, culture, land and Inuit Qaujimajatuqangit is an asset.

Equivalencies that consist of an acceptable combination of education and experience may be considered.
