JOB PURPOSE:
The Talent Acquisition portfolio supports Horizon's leaders and staff as a strategic business partner for all levels of management, including Executive Leadership Team, Leadership Advisory Council, and front-line managers. This portfolio in partnership with HR Leadership informs strategic decisions regarding program development and strategies to ensure success and sustainability. Strategic decisions are influenced by internal (leaders and employees) and external (Government of New Brunswick, public sector employers, educational institutions, and community partners) stakeholders to ensure strategic alignment.
There are over 140 categories of jobs governed under five unique collective agreements and non-bargaining employee groups (this includes over 200 job classifications and 500 plus non-bargaining roles) for an organization of 13, 000 employees. To support this complex environment, the Talent Acquisition portfolio has four talent communities: Nursing, Therapeutics/Diagnostics, Support Services and Non-Bargaining/Management.) The Talent Acquisition Specialist is responsible for managing the relationship with candidates and managers to support workforce sustainability within an assigned talent community.
QUALIFICATIONS:
  • Baccalaureate Degree in Business Administration or a related field.
  • 3-5 years of experience in human resources with previous recruitment experience.
  • Previous experience in healthcare is considered an asset.
  • Ability to attend work on a regular basis.
  • Ability to perform the duties of the position.
  • Good work record.
  • Written and spoken competence in English required. Bilingualism is considered an asset.

KEY RESPONSIBILITIES:
  • Maintain an in-depth knowledge and specialization in workforce planning analytics and trends for their respective talent community.
  • Maintain an in-depth knowledge and specialization in their respective talent community regarding talent acquisition business requirements.
  • Support the development and execution of classification-specific talent acquisition strategies.
  • Act as a strategic business partner within Horizon with the ability to build relationships with key business partners both internally and externally to support talent acquisition initiatives.
  • Act as a subject matter expert in the respective talent community when participating in cross-departmental committees and project teams on talent acquisition initiatives.
  • Responsible for the talent acquisition daily operations of the respective talent community.
  • Maintain relationships with candidates, managers, and external partners to support talent acquisition.
  • Determine, recommend, and implement the best sourcing, screening and selection methods.
  • Responsible for providing monthly, quarterly, and ad-hoc reports as required by the regional director.
  • Recommend campus recruitment efforts to partner and participate in (e.g. career fairs).
  • Collaborate directly with the Talent Acquisition Assistant and delegates tasks as required.
  • Provide formal and informal training to hiring managers on talent acquisition e.g. interviewing best practices.
