The Opportunity

The City is currently seeking a Manager, Development Engineering. Reporting to the Deputy City Manager of Planning Engineering and Regulatory Services they will lead a team of professionals to provide customer focused Development and Engineering services to the City of St. John’s.

Accountabilities

  • Management of Development application review process for all applications requiring a municipal engineering review.
  • Manage and guide the team of Development Engineers and Hydrological Technicians.
  • Manage the City’s rainfall collection and stormwater monitoring systems.
  • Create, modify, and implement new policies, specifications, technical design standards, procedures, manuals, and guidelines for Development.
  • Prepare, update, and manage the Development Division budget
  • Create, review and modify decision notes and information notes to Council and Committees.
  • Assignment, tracking and performance management of Development applications
  • Create, manage and update the Development Division’s Envision goals, projects, and strategies
  • Manage and address citizen concerns and complaints.
  • Preparation, tendering and administration of RFPs and RFQs for engineering services for various Development projects.
  • Remediation and conflict resolution of all Development issues with developers, engineering consultants, architects, Council, general public, and other government agencies.
  • Supervise flood investigations that are development related, or as otherwise directed, determining cause and recommending appropriate remedial action.

Qualifications

Applicants must have successfully graduated from a recognized university with a Bachelor's Degree in Civil Engineering. Registered Member as a Professional Engineer with the Association of Professional Engineers and Geoscientists of Newfoundland and Labrador (or eligible).

A minimum of 10 years of progressive experience in the area of municipal engineering which includes supervisory and project management, consulting and/or design, tendering and contract administration experience.

The ideal candidate will also have Hydrologic/Hydraulic computer modeling experience with sanitary sewer systems and/or stormwater management system.
An equivalent combination of education and experience acceptable to the City may also be considered.

Must be self-directed and results oriented with exceptional communication, organizational, and interpersonal skills. Strong analytical and problem-solving skills are required with a demonstrated ability to exercise sound judgment based on a strong development engineering acumen. Must process an extensive professional background and skills in coordinating work with other departments, public agencies, and in dealing with the public.
