Bi-weekly Hours: 75.0 hours bi-weekly (Commencing Immediately) The PEI Department of Agriculture and Land aims to encourage the development of an innovative, diverse and inclusive workforce which enables the organization to realize its goals. The Legislative Research Officer provides legislative research assistance for the Department’s legislative amendment initiatives. The position is relied on for providing legislative information and assisting the Senior Legislative and Applied Research Analyst in planning, developing, implementing, analyzing, and measuring Departmental legislation, regulation, and public policy. The position is relied on to complete evidence-based research for legislative advice and recommendations to Government. The Legislative Research Officer will supervise project teams and junior staff in carrying out legislative research projects as needed.Primary duties will include: - Develops and implements project plans for legislative research projects;- Researches and writes legislative research briefs on particular topics, including, but not limited to, jurisdictional research reports, legislative analysis reports and information notes; - Researches and writes internal legislative backgrounders and public-facing program documents;- Researches, writes, and communicates legislative interpretations (e.g., for senior management, etc.); - Analyzes legislation and writes reports to communicate findings and recommendations;- Maintains expert knowledge of the Lands Protection Act (LPA) for the purposes of statutory development and briefing;- Maintains expert knowledge of common ways that practicing lawyers interpret and apply the LPA;- Provides advice to the Senior Legislative Analyst, Director, Deputy Minister, and Minister on complex issues that relate to the LPA;- Assists in the development and presentation of legislative briefing material to Senior Legislative and Applied Research Analyst, Deputy Minister, and the Senior Management Team, and to other parties, including, but not limited to, other departments, Cabinet Committees, and Standing Committees of the Legislative Assembly;- Leads teams of applied researchers to implement legislative research projects;- Consults with members of the Division and Department during the carrying out of legislative research projects;- Consults with other Departments during the development phases of legislation;- Designs, leads, and implements consultation exercises with industry and the general public;- Collects and shares information with other provinces, territories, and industry as required;- Maintains project files and records as per recorded information management policy and project management best practices;- Other duties as required.
Qualifications
Minimum Qualifications: - Must have a diploma or degree in a field related to law. - Considerable experience in implementing land legislation.- Experience working directly with lawyers, leading teams and project management. - Experience writing Treasury Board memos, Executive Council memos or other official memorandum.- Demonstrated equivalencies will be considered.- Excellent interpersonal and facilitation skills. - Excellent written and oral communication skills.- Must possess a valid driver’s license. - Individuals should be able to; - understand the Lands Protection Act, legislative drafting and amendment process; - undertake high quality research on complex issues using evidence from peer-reviewed literature and primary data. Other Qualifications: - Bilingualism is considered an asset.- Project management designation or training considered an asset (e.g., CAPM, PMP, PRINCE2, etc.).- Program evaluation designation or training considered an asset (e.g. CE).- Negotiation or facilitation designation or training considered an asset.- University coursework completed in legislative drafting, law, public policy, program evaluation and/or public administration considered an asset.Please Note: Preference will be given to UPSE Civil employees as per the UPSE Civil Collective Agreement.Please ensure the application clearly demonstrates how you meet the noted qualifications as applicants will be screened based on the information provided.
