We currently have a unique and exciting opportunity for a consultant Site Acquisition and Municipal Affairs Specialists to support our Telecommunications division in Newfoundland.

The primary purpose of these positions is to negotiate with land owners and acquire real estate agreements, as well as to manage various Telecommunication and surface files through LUA approval processes including public consultation (if required) on behalf of various customers in the dynamic Telecommunications industry. This role involves dealing with various stakeholders from land owners to government agencies, as well as organizing and facilitating all project activities under the direction of the Director in a timely manner.

Responsibilities

  • Telecommunications site selection for Greenfield, rooftop, small cell and in-building facilities (includes search ring, civil and RF requirements analysis)
  • Review and assess Customer telecom documents in order to determine correct agreements required
  • Prepare Agreements, notifications and letters required for acquisition of land rights and complete acquisitions in a timely manner
  • Prepare Agreements and all the appropriate supporting documentation for transmittal to customers
  • Acquire Agreements for macro, meso, small cell, PICO and in-building systems
  • Provide accurate reporting on status of acquisitions of leases, agreements, etc. in order to update customers
  • Liaise with Government agencies, Land Use Authorities, and various third-party groups in order to assess municipal requirements and to meet customer timelines and expectations
  • Conduct municipal risk assessments upon receipt of files based on LUA's procedures and/or protocols
  • Prepare, plan, and coordinate presentation material for public consultation / Open Houses whether for virtual or in-person occurrences
  • Prepare public consultation and industry notification documentation to ensure regulatory compliance as required by the customer
  • Provide representation at public consultations and LUA hearings on behalf of customer
  • Create and report final documentation to customers as a part of the acquisition and permitting process
  • Act as point of contact for customer requests and inquiries
  • Maintain status reports and internal database for customers and internal customer leads
  • Order, interpret and assess survey plans in order to determine appropriate requirements for a project and request all required notifications and consents
  • Order, interpret and assess development permit drawings in order to determine appropriate requirements for a project
  • Communicate with surveyors, engineers, and other land personnel with respect to the needs and requirements of active projects

Qualifications and Skills:


  • Minimum 3-5 years of experience in planning, land use, real estate, development within Newfoundland
  • Experience in Telecommunication Site Acquisition and Municipal Affairs would be an asset, but not required
  • Post-secondary education in Land, Business, Urban Planning, Real Estate, or a related field
  • Familiarity with process, protocol and regulations pertaining to Telecommunications Public Consultation and Indigenous Peoples consultation
  • Strong working knowledge of GPS, Google Earth, graphics software, MS365, SharePoint and Teams
  • Sound business acumen and proven ability to implement and maintain effective business practices
  • Excellent communication skills with a professional and objective outlook who can build relationships with internal and external stakeholders
