Bi-Weekly Hours: 75 hours bi-weeklyThe purpose of this position is to contribute to the public service through the provision of classification services to the Health Sector. The classification system used is a gender neutral job evaluation methodology, which provides for internal equity among positions evaluated. Consultant services include individual and group job evaluation reviews; research on development or continuous improvement of the classification process including technology, standards and practices; and organizational analysis and design. The work involves focused and respectful interaction with our clients - employees, employers and unions. The successful candidate will demonstrate professional competency in the following areas: Leads Others- leading classification reviews for Health PEI positions;- participating in projects such as the lean classification project to implement efficiencies and improvements to the current classification process; Builds Relationships- educating clients on the classification processes and the evaluation systems through group and individual sessions;- participating on the Public Service Commission’s team, which collectively strives to provide quality service in human resource management;- presenting information and defending classification decisions to appeal and arbitration boards;- participating as a member of the Public Service Commission Classification team which strives to provide quality human resource services; Influence & Self Awareness- advising management on the implications of organizational change including the impact on classifications and aligned labour relations issues;- accepting special assignments at the Public Service Commission to foster personal and organizational development; Focus on Results- contributing to the ongoing maintenance of the classification system including evaluation standards, benchmark position descriptions, job specification and policies and procedures;- researching best practices and incorporating these into the classification process;- seeking and responding to feedback from managers and departments on service delivery and process improvement.
Qualifications
Minimum Qualifications: - Applicants must have a university degree and considerable relevant work experience in professional or leadership/management roles including direct experience in human resource management functions. - Demonstrated equivalencies will be considered. - Strong analytical and decision-making skills are required. - This position requires strong interpersonal, collaborative, and written communication skills.- Must have a working knowledge of corporate processes, organizational development and the organizational structure of various government entities, and a good working understanding of the staffing process and labour relations;- Must have an understanding of the Civil Service Act and regulations as well as various collective agreements as they apply to the classification review process;- Must be proficient in various software applications (i.e. Word, Excel, Peoplesoft, / Outlook) .Other Qualifications: - CPHR designation would be an asset.
