About the job

You will report to the Workload and Partnerships Team within the Criminal Investigations Division, that works closely with key external partners, including the Province of BC and the RCMP. You will also be working on producing reliable, high-quality investigative analysis reports for tax evasion cases for the Division.


The job duties include but are not limited to:

Collect, organize, research, and synthesize large amounts of data from various sources (taxpayers’ information, open source, Intelligence) to extract information, patterns and/or schemes allowing to identify potential targets. The work involves collecting data and information for the purpose of determining compliance with the Income Tax Act, Excise Tax Act and the Criminal Code of Canada.

Manage and organize case management information through an electronic system and assist with the preparation/presentation of evidence in accordance with legal requirements for trial.

Reviews leads and consults internal systems to research and identify elements of potential criminal non-compliance; where non-compliance is civil in nature, prepares appropriate Lead Referrals (form T-133).

Investigative research using a range of open and closed sources of information and work with advanced electronic software such as Nuix/E-Discover, i2 and Quantum.

Essential staffing requirements

To be eligible, you must meet the following requirements.

Education

  • Successful completion of a secondary school diploma

Experience

You must clearly indicate how you meet at least two of the following three experience requirements. Preference may be given to candidates who meet all three of the experience requirements:

Experience* in:

  • researching, analyzing, and interpreting financial data for the purpose of detecting risks, trends, and elements of potential fraud and non-compliance with financial / tax regulation.
  • finding, retrieving, collating, processing, synthesizing and conducting first level analysis of information, from various sources such as government database, classified reports, and open sources (including social media networks) for the purpose of identifying emerging enforcement or regulatory issues and concerns.
  • working with computers and office technology, software and applications. Strong proficiency with Microsoft excel spreadsheets, macros and pivot tables.
  • Experience is normally associated with the performance of these functions as part of the major job duties accomplished for a period of at least one consecutive year in the last three years.

The onus is on the applicant to describe how they meet the experience requirements in clear and precise detail on the questionnaire. Only applicants who demonstrate that they meet the experience requirements for this advertised position will be considered further.


Assessment

Essential staffing requirements indicated below will be assessed/applied during the staffing process and may be used to identify candidates for positions.

We may limit the number of candidates to be considered further in this staffing process by using a top-down approach to select candidates with the best results achieved on the Korn Ferry Unsupervised Internet Test.

Assessments will be conducted May 3 to June 4, 2021. You are expected to make yourself available for assessment when scheduled. Assessments will only be rescheduled for exceptional circumstances. The staffing board will make these decisions on a case by case basis.
