Bi-Weekly Hours: 75.0 hours bi-weekly The PEI Public Service Commission aims to encourage the development of an innovative, diverse and inclusive workforce which enables the organization to realize its goals. Demonstrating the values of the public service and functioning with a high degree of independence and autonomy, the counsellor provides mental health screening, risk assessment, clinical counselling and supportive therapeutic interventions, to public sector employees and their immediate families. The counsellor also provide consultations, educational awareness, training, conflict resolution, mediation and other group worksite interventions for public sector employees, management, and unions while interfacing with external community agencies and resources. The position reports to the Manager of the Employee Assistance Program (EAP). Duties will include: - providing counselling to all public sector employees and their immediate family members who are dealing with a wide range of personal and occupational issues; utilizing evidenced based therapeutic approaches and case management, including crisis intervention, cognitive, functioning behavioural and supportive therapy, solution focussed therapy;- offering services with varying modalities such as phone, Zoom (virtual), and in person based on client preference: - providing consultation with management and unions to deal with occupational challenges in the workplace such as workload management, environmental and morale issues, interpersonal and job conflict, burnout, compassion fatigue, bullying, harassment, trauma events and ongoing job stress;- responding to emergency and crisis events to assess level of risk and develop a plan of intervention that ensures work place, employee, family and community safety; - providing a continuum of Critical Incident Stress Management (CISM) services to individuals and work sites following a critical incident;- offering support and advice to workplace committees and employee groups as they develop work site wellness plans; - offering mediation services to employee, management and/or unions prior to a decision to move to a complaint or grievance process;- providing training, workshops, and information sessions on various EAP programs and services in person and virtually; - providing article writing on current and meaningful wellness subject areas to be posted on the website and to be distributed to Provincial Government Employees; - providing services in satellite office (Montague) as needed; other duties as required.
Qualifications
Minimum Qualifications: - Masters in Social Work or Masters in Clinical Psychology along with extensive clinical experience in assessment, case management, treatment plans, communication, mediation, conflict resolution, individual, family and group therapy/facilitations.- Experience in Critical Incident Stress Management Training or commitment to obtain CISM certification levels;- Experience in public speaking, group presentation and facilitation skills.- Experience in and working knowledge of workplace challenges, group dynamics and facilitation of group interventions.- Demonstrated equivalencies will be considered. - Must be registered with the PEI Social Work Registration Board in good standing or a Licenced Psychologist. - Excellent organization skills and highly motivated to work with autonomy and independence.- Demonstrated ability to provide interventions, using interviewing skills, to developing assessments and treatment plans and addressing mental health conditions; demonstrated ability to stabilize crisis situations.- A valid driver’s licence and reliable vehicle are required; travel required to other office locations based on request for services as directed by program needs.- Must have a good work attendance record.- Able to utilize electronic record keeping.- Knowledge of EAP programs.- French language counselling would be an asset.- Additional relevant education and experience will be considered an asset.
